Key Requirements
  • Must be a U.S. citizen.
  • Must be able to obtain a Top Secret-SCI clearance.
  • Selectee will be required to complete a Confidential Financial Disclosure Report, OGE-450 annually.
  • Selectee will be required to complete form FD-887, Request for Access to Sensitive Compartmented Information (SCI).
  • Some travel may be required.

Physical Demands

Photographic work requires critical visual abilities. The work requires some physical exertion such as long periods of standing, bending, and lifting heavy equipment. Substantial reaching and stretching may be necessary. Surveillance work is often performed in a covert capacity in which the incumbent is required to be in cramped surroundings for extended periods of time. Visual color distinction is necessary for image processing, and adequate hearing is necessary for surveillance, crime scent response, etc. Photographic image processing may require long periods of sitting.

Work Environment

Work is performed indoors and outdoors in a variety of conditions such as total darkness, rain, snow, wind, etc. While performing surveillance work, the incumbent may be exposed to potentially dangerous conditions such as violent subjects, hazardous materials, and biohazards. May be required to wear protective clothing and equipment. Must be available to work flexible hours to include nights and weekends. May have to testify in the court of law.

Major Duties
  • Serves as a photographer primarily responsible for investigative photography. Assignments include the most complex and advanced surveillance, search and seizure, crime scene, aerial photography and videography.
  • Performs video editing and image enhancement for use in criminal and investigative matters including screen capture, downloading, and editing. Conducts analog and digital video processing in real-time, enhances/enlarges images, and categorizes evidence.
  • Conducts research; evaluates new techniques, methodologies, technologies and equipment; and develops new or modified technologies for investigative use in unique situations.
  • Serves as a photographic lead of a planning team and conducts on-site photographic surveys.
  • Utilizes computer systems with associated state of the art applications and programs to conduct digital video processing, graphic design, photographic retouch, photographic processing, cataloguing of images, photographic line-ups, and/or development of interactive/web based products.
  • May serve as a photographic instructor and conduct training.

Specialized Experience (SE):

GS 12: Applicant must possess at least one (1) year of SE equivalent to the GS 11 grade level. SE is defined as follows:
  • • Performed photography work for law enforcement, involving complex assignments in a variety of situations.
    • Performed photography work using highly specialized cameras, which may have been adapted specifically for investigative or criminal photography.
    • Performed crime scene and aerial photograph assignments.
    • Experience in operating standard and specialized camera and film processing equipment.
    • Performed video analysis and image enhancement for use in criminal and in investigative matters.
Desired Skills

Desired skills are NOT mandatory and will NOT be utilized to minimally qualify applicants.

Desired Skills are:
  • Working knowledge to perform photographic and video techniques for the purpose of the office's social media pages, presentations, briefing, etc. Designs and produces graphic designs by using computer graphic applications.
