ELS is hiring for the position of Sr Construction Project Manager in Chicago, Illinois.
What you be doing:
The Sr Construction Project Manager will help to set and execute strategy and objectives for a defined business area. Additionally, this role is responsible for managing multiple projects, managing associated professional services firms and communication with Senior Management.
Your job will include:
- Assess and prioritize capital expenditure issues and opportunities in dedicated region
- Drive from start to completion projects that enhance asset value of the portfolio
- Effectively communicate with Operations and senior management on project status and risk exposure.
- Confirm all construction best practices are adhered to regarding design, bidding, cost control, project scheduling and turn-over of the project.
- Contribute to budget process by being knowledgeable on specific projects by region
- Source vendors and bid project work; collaborate with vendors to deliver on schedule, on budget projects.
- Full ownership of development, restoration and upgrade projects - ranging from $500k to $5+ million
- Evaluate and make recommendations on any new value add opportunities at each asset to drive NOI
- Work closely with internal and external partners, including accounting, legal, contractors, and vendors, to balance competing needs and priorities and ensure that all projects are delivered on time and budget
- Help prepare financial analysis of capital investment recommendations
- Senior level presentations on capital investment recommendations
- Apply industry/market/product knowledge to drive revenue production and business growth
- Prepare and oversee the execution of the annual capital business plan for assets within region.
- Assists in developing strategy and objectives for designated business area
- Ensure all environmental and NESHAP protocol is followed where appropriate.
- Applies solid risk management skills to make more complex risk decisions
- Initiate contracts and negotiate terms with consultants, contractors and legal
- Lead the entitlement and/or permitting process with all required governmental entities
- Review/approve invoices to ensure compliance with commitments
- Provide weekly updates to the both the operating and development teams
- Review construction bids for thoroughness of project cost detail, proposed GC project teams, qualifications and assumptions, durations/sequencing within contractor schedules, scope gaps, allowances carried, value engineering opportunities, and provide recommendations to Senior Management based on bid review

Skills & experience you need:
- Bachelor's degree a must, Master's degree is highly desirable
- Ten+ years of increasingly responsible management experience in a position with significant financial and operational responsibility
- Strong Project/Construction Management experience and the ability to simultaneously drive multiple projects
- Strong communicator with business case writing and highly effective presentation skills
- High energy, proven ability to handle high volume of diverse projects, flexible to deal with daily changing priorities and ambiguity
- Strong Excel skills; familiar with investment metrics including NPV & IRR drive
- Ability to define problems, collect data, establish facts, draw valid conclusions and make suggestions for change based on those conclusions
- Possess excellent organization and project management skills, leadership skills and the ability to manage and complete multiple tasks simultaneously.
- Experience in the following is beneficial: Operations, services, and activities of a comprehensive utilities program including water, wastewater, and recycled water systems; Concepts, theories, principles, and practices of utilities administration operations; Industry best practices; Pertinent federal, state, and local laws, codes, and regulations including laws and regulations related to water, wastewater, and reclamation systems
- Travel is required up to 50%

Estimated compensation for this position in the states of CA, CO, IL, MD, MN, NY, and WA is:
Annual Salary: $100,000.00 - $140,000.00
The salary listed is an estimate and not guaranteed. A salary offer will vary based on applicant's education, experience, skills, abilities, geographic location, internal equity and alignment with market data. In addition to the base pay and our benefits, some positions are eligible for bonuses, sales commissions, or incentive pay.
