Within the IT Workforce Services organization, we are excited to announce an opening for a Senior Program Analyst to join our amazing Contingent Workforce team! Here, you will be part of a team that supports the contingent workforce program including IT leaders, IT suppliers, and IT contractors. This team sits in the overall Workforce Services organization of our IT division.
The Senior Program Analyst plays a key role in driving process and efficiencies within the IT contingent workforce practices. As a Senior Analyst in the contingent solution lifecycle, you will support program stakeholders, supplier relations and negotiations, agreement compliance, process documentation, and reporting. As a subject matter expert in contingent labor and/or labor procurement, this role acts as a liaison between IT leaders and IT suppliers to ensure quality services and right-fit solutions. This is a front-facing role that requires the ability to interface positively with internal stakeholders, suppliers, recruiters, hiring leaders, and talent, balanced with overall support, efficiency, and productivity of the program. This role will be responsible for negotiating services agreements that include costs for talent labor and specific IT deliverables.
Overall responsibilities:
- Build and maintain supplier relationships serving as liaison between the external supplier community, which includes professional IT services organizations, and internal stakeholders
- Facilitate scoping calls between IT leaders and IT suppliers to ensure solid Statement of Work (SOW) agreements or Change Requests
- Negotiate IT labor rates for individual talent and specific IT deliverables
- Communicate expectations with suppliers on overall services delivery regarding contractual agreements, talent management, and compliance activities
- Maintain contingent workforce program documentation and communications
- Educate IT leaders on best practices within contingent workforce management
- Report on SOW budget information within Vendor Management System (VMS) for IT leader visibility
- Support the creation of supplier value propositions for the IT organization to ensure alignment for program success within our services practice
- Work with a data driven mindset to create visibility around labor market trends
- Collaborate with other Workforce Services functions like Talent Acquisition, People & Analytics, Organizational Performance, Talent Development, Human Resources, and Communications

Qualifications
Required:
- Must be presently authorized to work in the U.S. without a requirement for work authorization sponsorship by our company for this position now or in the future
- Must reside in St. Louis, Missouri, or immediate surrounding area
- Must be able to work a schedule within U.S. Central Standard Time core business hours.
- Must be committed to incorporating security into all decisions and daily job responsibilities
- 4+ years of experience working in a fast-paced environment with third-party IT suppliers
- 2+ years of experience in an IT recruiting or procurement role
- Prior experience with negotiations within a professional services organization
- Ability to manage through ambiguity and change
- Demonstrated experience supporting internal stakeholders across varying levels of leadership
- Professional communication skills and proven relationship-building skills
- Ability to prioritize and handle multiple tasks simultaneously
- Must be consistently diplomatic, highly flexible, well organized and detail oriented
- Commitment to working collaboratively as part of a team environment and capable of working autonomously as required
- Professional demeanor, outstanding work ethic and unwavering commitment to customer service
- Proficiency using the MS Office Suite, including advanced MS Excel skills and proficiency with MS PowerPoint

Preferred:
- Bachelor's degree in Computer Science, Computer Information Systems, Management Information Systems, or related field preferred
- Experience partnering with Supply Chain or Procurement and/or SOW lifecycle management
- Experience within an IT role like project management, business analysis, or consulting
- Experience or knowledge around legal risk and compliance analysis
- Knowledge of worker classifications
- Experience with vendor management system (Fieldglass, highly preferred)
- Experience with DocuSign
