Position Schedule: Full-Time
The Compliance Manager (Insurance) serves as the primary regulatory compliance expert for the firm's compliance insurance program in Canada. The role is responsible for managing regulatory risks and ensuring the firm's adherence to all insurance-related regulatory requirements across Canada, with a specific focus on Quebec. As a registered certificate holder with the Autorité des marchés financiers (AMF), this role oversees the design, implementation, and maintenance of a comprehensive Canada Insurance Compliance Program. The position collaborates closely with Compliance, business teams, and leadership to establish robust oversight mechanisms, governance metrics, and audit protocols to ensure program effectiveness. Additionally the Compliance Manager (Insurance) integrates relevant regulations into the firm's policies, processes, and controls to ensure compliance. This role carries regulatory liability for supervisory effectiveness.

Key responsibilities of the Compliance Manager (Insurance) include:
- Performance of tier one supervision and oversight activities for Quebec insurance advisors;
- Development and maintenance of a focused Insurance compliance program that considers all insurance regulatory requirements and addresses inter-provincial differences;
- Building and maintenance of an internal control matrix for Insurance and mapping regulatory requirements to corresponding controls;
- Development and maintenance of insurance policies and procedures;
- Contributing to the strategic review of functional alignment across the insurance business and analyzing operational controls to identify gaps and make recommendations to rectify;
- Providing guidance and training to advisors on rules, regulations, and best practices;
- Acting as the primary Compliance lead for agencies on compliance questionnaires, audits, and information requests;
- Assisting with insurance related complaints and liaising in conjunction with the Senior Regulatory Manager on regulatory audit matters;
- Providing annual reporting to the Chief Compliance Officer and the designated Responsible Officer in Quebec on the status of the insurance program; and
- Fostering a strong risk and compliance culture within the organization (including the development and delivery of workshops, training, and other awareness initiatives).

Skills/Requirements
Education, experience, and license requirements are as follows:
- Bachelor's Degree
- 6-10 years in a relevant or similar role
- Insurance licenses (Level 2 / Life License Qualification Program (LLQP)) required for insurance supervision
- Must have held a valid insurance license for 5 of the last 7 years
- Bilingual in French and English
The successful candidate will demonstrate the following skills:

- Fluency in French and English
- Excellent written and verbal communication skills
- Facilitation/presentation skills
- Strong interest in Insurance
- Process-minded, problem solving skills, and organized, with an eye for detail and excellent analytical skills
The successful candidate must:
- Hold a current certificate issued by the Autorité des marchés financiers ("AMF");
- Have relevant experience (6 to 10 years) in a risk or compliance position within the insurance sector;
- Demonstrate an advanced understanding of:
- Financial services, including insurance products and services;
- Regulatory framework governing insurance
- Strong knowledge of the respective provincial insurance acts
- Regulatory compliance management, with the demonsrated ability to analyze risk exposures
- Industry practices, evolving trends and leading practices
