Eaton is looking a EMEA Government Compliance Manager - EU & Government funding
Location: Eaton European Innovation Center in Prague, Czech Republic
Primary function:
- The EMEA Senior Government Contracts Compliance Manger will serve as the Eaton European Innovation Center's (EEIC) Government contracts compliance subject matter expert. This role's primary responsibility is to manage multiple Research and Development prime and subcontracts to ensure compliance with European laws, public funding regulations, and contract requirements. It is also responsible for collaborating with business leaders and functional experts to support related business practices throughout all stages of the procurement cycle, including supporting proposals, negotiating subcontracts and consortium agreements, assessing intellectual property risks, managing relationships with partners, coordinating external government audits, and managing legal entity registrations for European Union projects. The ideal candidate must have a strong background in European Union Competition Law, public-private partnerships, publicly funded contracts, intellectual property rights, and contract negotiation.

Job responsibilities:
- Timely review EEIC ( Eaton Innovation Centre, Roztoky )and other R&D Site project proposals for public grant R&D awards, assist program managers to review project costs from program eligibility perspective, assess IP risks by involving IP Counsel if necessary.
- Provide guidance and ensure compliance with EU and European government laws, policies, regulations, and contract terms relating to publicly funded R&D programs.
- Lead negotiations of consortium and subcontract agreements with project partners, collaborate with cross-functional stake holders such as IP counsel, finance controllers, and engineers to protect EEIC's interests.
- Act as the Legal Entity Representative for EU Eaton affiliates participating in EU Horizon Europe projects.
- Collaborate with finance controllers to review and approve EEIC's and other R&D Site's cost reporting submissions for publicly funded research and development projects, monitor and minimize double funding risks, ensure correct allocation of intercompany expenses, and ensure compliant labor timekeeping.
- Train EEIC and R&D engineering teams and supporting personnel on proper timekeeping, contract and EU public tendering rules, intellectual property rights, post-project ownership arrangements, publication rights and deadlines.
- Own and coordinate any external audits executed by funding agencies, ensure proper measures are implemented based on any audit findings or recommendations
- Responsible for leading cross-functional teams to develop and implement annual Global Contracts Compliance initiatives, and developing organizational solutions to audit trends. Support Internal Audit's annual audit plan by assisting in the development of the scope of specific audits and occasionally serving as a guest auditor as needed.
- Offer guidance and ensure compliance for Eaton businesses contracting with the U.K. Ministry of Defense and the French Ministry of Armed Forces.
- Consistently display a strong desire and ability to develop and implement tools and automation to increase the speed and simplicity of processes.
We would like you to bring:
- Experience in negotiating contracts (publicly funded contracts welcome)
- Understanding of IP law
- Czech and English language skills
- Min. 5 years of practical experience in contract negotiating
