Work you'll do

As Chief of Party, you will be responsible for the successful performance on the respective programs. You will manage the IDIQ and all the Task Orders, will guide and provide oversight for all the program staff members, and will lead delivery of results as outlined in the program's Statement of Work (SOW).

The role will be based in Kyiv, Ukraine for at least 75% of the time. Role includes housing allowance, danger pay, and other international resident allowances as prescribed for U.S. government contractors posted to Kyiv, Ukraine.

  • Lead the upskilling and retraining of a labor force to adapt to demographic and workforce shocks
  • Help employers and employees adapt to structural changes in the labor market
  • Provide leadership, strategic and technical direction, and overall program management
  • Serve as primary liaison to the client, manage relationships with relevant government counterparts and entities working on workforce development and education (including professional associations, the private sector, and higher education institutions), and coordinate and collaborate as appropriate with other relevant donor programs
  • Oversee strategic work planning, performance management, strategic communications, and implementation of activities
  • Ensure program's compliance with all relevant international and local laws, regulations, policies and procedures and provide contractual and budgetary oversight

Qualifications

Required:

  • Bachelor's degree
  • 10+ years of experience successfully implementing donor-funded development activities focused on economic growth, private sector engagement, and/or workforce development
  • 5+ years of that experience in senior program management role, supervising and managing large, complex, donor programs
  • Written and spoken English fluency required
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future
  • Must be able to obtain and maintain the required clearance for this role
  • Ability to travel & be based in Kyiv, Ukraine for at least 75% of the time

Preferred

  • Ukrainian language skills
  • Knowledge of, and experience with Ukraine and relevant key institutions
  • Advanced degree in public policy, political science, economics, business, education, or related field.
  • 5+ years of experience managing federally-funded programs
  • 5+ years of work experience in Eastern Europe and/or Eurasia
  • Exceptional communication, interpersonal, and relationship management skills with proven experience engaging diverse stakeholders.
