Position Summary The Executive Director of Federal Government Affairs will play a key role in leading, developing, and executing CVS Health's advocacy work on Medicare Advantage. Medicare Advantage is the highest-stake issue within Federal Government Affairs. Effective advocacy on this issue requires a seasoned political strategist who can effectively lead lobbying efforts in the House, Senate, and the Administration. This role requires policy depth, and at least 12+ years of experience, that includes 5+ years on Capitol Hill, and 3+ years lobbying. This role also requires in-depth experience successfully leading complex and high-stakes advocacy strategies that cross the Executive and Legislative branches, in addition to multi-group stakeholders. Accordingly, this role requires high-level and unique relationships with government officials, as well as high-level staff within Congress and the Administration. This requires a depth of knowledge on the Medicare program, Medicare Advantage, and an understanding of how Medicare policies are passed through Congress and implemented within CMS.A track record of working collaboratively in a team environment, the ability to nimbly respond in a fast-paced environment while juggling a high-priority issue for a large company is key. S/he will partner closely with the internal policy teams in addition to coordinating with cross-company business teams to educate policy makers about key company initiatives.The successful candidate will have the ability to develop and lead legislative advocacy strategies to support the company's advocacy/reputation agenda. S/he is responsible for identifying, developing, and maintaining relationships with key Members of Congress. The candidate must be able to work collaboratively and be a self-starter. S/he communicates effectively and comfortably with senior executives and high-level government officials, while demonstrating a high degree of professionalism. Required Qualifications

  • 12+ years of overall work experience
  • 5+ years Congressional experience
  • 3+ years lobbying experience
  • Demonstrated ability to devise multifaceted issue campaigns and advance advocacy strategies to a positive conclusion on behalf of an organization or Member of Congress.
  • Understands Medicare Advantage policy at a deep level, as well as the complexity of the issue within the enterprise, Congress, and the Administration.
  • Excellent written and verbal communication skills

The typical pay range for this role is:$175,100.00 - $334,750.00

This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above.
