Expected salary range of $129,600 to $144,000, varies based on experience, along with comprehensive benefits package that includes bonus and 401(k).
Principle Business Analyst IRA (Inflation Reduction Act) Compliance for the Crane Clean Energy Center in Middletown, PA (near Harrisburg).
PRIMARY PURPOSE OF POSITION
The Principal Business Analyst-IRA Compliance is a client service oriented individual contributor position who works independently with only general direction and will support a collaborative effort with cross-functional stakeholders to support Constellation's compliance efforts around the Inflation Reduction Act. Responsibilities will include support to build governance including policies, processes, procedures, and tools, as necessary, to execute activities related to Constellation's compliance efforts. The responsible individual will be key in interfacing with various functions, including Tax, Legal, Supply, HR, Labor Relations, Accounting, Finance, Risk, as well as helping manage Constellation's outside advisors.
PRIMARY DUTIES AND ACCOUNTABILITIES
- Governance: Support process and procedures for intake, evaluation, and approval of all Nuclear vendor scopes, and evaluate potential Inflation Reduction Act impacts. Work with Nuclear and other stakeholders and internal/external advisors to ensure that all compliance rules are being properly applied. Create resources and tools to promote efficient and effective execution of compliance tasks. Coordinate with Nuclear to maintain and manage internal apprenticeship program.
- Financial Support: Work with Tax to ensure that all information is contemporaneously collected to allow for proper tax reporting of positions. Assist with management of third-party advisors who support compliance efforts. Work with outside tax counsel to seek advice where necessary, including, through the filing of rulings requests with the IRS or the drafting of legal opinions. Perform gap analyses to support forecasting and accounting functions.
- Legal Support: Work with internal and outside counsel on requests to file supplemental wage determination requests to the US Department of Labor, as necessary. Advise Supply team and vendors on appropriate rates and job classifications to be used to ensure compliance with Inflation Reduction Act.
- Supply Support: Evaluate all new contracts against established parameters to evaluate potential Inflation Reduction Act Impact. Ensure contractors and bidders are aware of Inflation Reduction Act requirements. Ensure appropriate language is used in all contracts to support Constellation's compliance efforts. Assist Supply in all aspect of Inflation Reduction Act compliance efforts, including but not limited to: maintain and update vendor listing, maintain and update project tracking, document placed in service date of energy projects, conduct weekly calls with internal and external stakeholders, perform training for vendor contacts, as necessary, perform all necessary outreach to ensure all documentation is collected.
- All other job assignments and/or duties pursuant to company policy or as directed by management to include but not limited to: (Emergency Response duties and/or coverage, Department duty coverage and/or call out, and positions outside of department in support of outage activities etc.)
MINIMUM QUALIFICATIONS
- Bachelor's degree in a business - related field with 8 years of related experience (e.g. finance, supply chain or business operations) OR
- Current or previous Senior Reactor Operator license with 8 years of related experience (e.g. finance, supply chain or business operations) OR
- Associate's degree in a business - related field with 10 years of related experience (e.g. finance, supply chain or business operations) OR
- High school diploma/GED with 12 years of related experience (e.g. finance, supply chain or business operations)
- Maintain minimum access requirements or unescorted access requirements, as applicable, and favorable medical examination and/or testing in accordance with position duties
PREFERRED QUALIFICATIONS
- 8 years of exposure in finance, business operations, supply, or project controls.
- Financial analysis skills and exposure to accounting principles and financial metrics
- Superior written and verbal communications skills and experience creating high quality executive presentations.
- Familiarity with business development organizations
- Experience using supply chain software applications, Oracle and Power BI.
- Experience using Microsoft Office or other project management/data analysis tools, especially Microsoft Excel
