Job Summary

The Network Operations Support Manager is responsible for call center staff, overseeing operations, and assigned territory to ensure safe and efficient performance of Positive Train Control (PTC) trains while meeting CN's service commitment to customers. The incumbent acts as a member of the Network Operations Centre (NOC) and collaborates with Information and Technology (I&T), PTC, Locomotive, Car, and Operations in the development, implementation, documentation, and testing of the traffic control system. The role coordinates with the Subdivision File Analysts to assess operational impacts and communicates those changes to NOC Managers and Rail Traffic Control (RTC). The position liaises with Operations and the PTC Help Desk and oversees Horsepower per Ton Analyzer (HPTA) notifications and investigates in both the United States (U.S.) and Canada. The position ensures the efficient movement of the Trip Optimizer system, spearheads the ordering and documentation of equipment during systemwide derailment as well as mainline issues concerning locomotive and equipment for cars. Additionally, the incumbent controls mechanical services representative supervision and is the point of contact for field operations and Mechanical.

Main Responsibilities

Train Operation Management

• Collaborate with departments to ensure efficient movement of PTC trains and Trip Optimizer system
• Oversee emergency situations and other unexpected events while ensuring the safety of employees and general public, limiting the impact to railway operations, and adhering to United States Operating Rules (USOR) as well as CN policies and procedures
• Communicate emergent situations to CN police, Superintendents, and other PTC departments
• Ensure compliance with RTC, train crews, NOC Support Representatives NOC Managers, and Field Managers
• Cooperate with NOC Support Desk to ensure problem tickets are escalated and resolved efficiently
• Ensure HPTA failures and notifications are relayed to crews and investigated
• Collaborate with foreign carriers and terminals to coordinate movement of trains and interchanges
• Work with Subdivision File department to coordinate planned work events to avoid delays to scheduled PTC train movements
• Gather information for use in formal investigations
• Resolve operational issues with the collaboration of appropriate departments
• Collaborate with Mechanical, Engineering, and Transportation during derailments to order and track contractor equipment
• Oversee mainline stoppage due to mechanical issues

People Management

• Lead departmental employees with clear direction and goals, and provide coaching and guidance through regular monitoring of employee performance

Working Conditions

The role has working conditions in an office environment. The incumbent must be available to work shifts of 12 hours rotating between day and night, weekends and holidays when necessary. The role requires minimal travel (0 to 20%). Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and stress.

Requirements

Experience

Positive Train Control
• Minimum 5 years of Operations or Mechanical experience
o Minimum 3 years of experience with PTC
o Minimum 3 years of experience with Service Reliability System (SRS), Train Management Dispatch System (PDS), Right Time Business Intelligence (RTBI)
Any experience for these above would be considered as an asset

Education/Certification/Designation

• High School Diploma
• Valid Driver's Licence
• Ability to obtain USOR qualification
• Post-Secondary Education

• Knowledge of Microsoft Suite (Excel, PowerPoint, and Word)
• Understand and apply safety standards, policies and procedures, collective agreements as well as operating rules
