Job Summary
The Manager, Flagging is responsible for overseeing teams of management and unionized employees within an assigned territory, coordinating track protection for both internal and external projects while ensuring compliance with all CN rules and regulations. Key responsibilities include leading and managing flagging teams of varying sizes, overseeing manpower planning, contract execution, and budget management, as well as ensuring all flagging activities align with safety and operational standards. Furthermore, the role serves as a developmental position, preparing the incumbent for advancement to the Senior Manager, Engineering position.

Main Responsibilities
People Management
• Provide leadership to Flagging Supervisors and hourly Maintenance of Way (MoW) employees
• Provide clear direction on employee performance and department goals and objectives
• Provide coaching and counselling to subordinates who are not performing to established goals and standards
• Respond to and resolve grievances
Safety
• Build safety compliance and improve safety results
• Carry regular efficiency testing and safety walkabouts
• Provide positive and constructive feedback
Flagging Activities
• Handle Flagging activities such as work block planning and compliance
• Ensure flawless communication between internal and external customers, Transportation and Rail Traffic Control (RTC)
• Ensure proper workforce allocation for specific projects
• Inspect worksites to ensure full compliance from all parties
• Ensure proper allocation of vehicles and materials
• Review billing and contracts
Flagging, Workforce Attrition, Training and Planning
• Ensure proper long term workforce planning based on current and projected work Follow up with attritions, job posting and interviews
• Work closely with the training department to develop effective and complementary trainings
Working Conditions
The role will be primarily performed outdoors (80%) in various types of weather and environmental conditions and partially performed in an office environment (20%) with a regular workweek from Monday to Friday. The role requires being available on-call 24/7 to respond to critical incidences. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure, and stress. The role requires frequent travel (80%) across the territory.
Requirements
Experience
Railroad and Track
• Minimum 10 years of railroad experience
• Minimum 6 years of track experience
• Minimum 5 years of supervisory experience
Education/Certification/Designation
• High School Diploma or General Educational Development (GED)
• Bachelor's Degree in Engineering
Any designation for these above would be considered as an asset

• Basic understanding of applicable collective agreements
• Knowledge of Microsoft Office (Excel and Word)
• Knowledge of Track Inspection System (TIS), Systems Applications and Products (SAP) and Train Management Dispatch System (TMDS)
