Job Summary

The Assistant Chief, Technology, Testing, and Track Standards oversees the integration of Engineering's Technology, Information systems advanced track testing and standards to ensure safe and efficient infrastructure.

Main Responsibilities

Standards and Quality (Operational and Reputational Risk Management)

• Engage with internal and external stakeholders to develop, maintain, and implement CN's track and engineering standards
• Oversee and provide guidance on track design, construction, and maintenance to ensure compliance with regulatory requirements, internal standards, and industry best practices
• Engage academia and remain abreast with emerging methodologies to identify application and business value
• Interface with Transport Canada (TC) and the Federal Railroad Administration (FRA) on changes to standards, including advocating for new technology adoption, to ensure compliance with regulations
• Collaborate with industry professionals to define gaps in the process, technology, and current practices to implement new service offerings
• Research new methods and innovation that can solve key business challenges within the Engineering team
• Coordinate field-testing with vendors and procurement and supply management (P&SM) for new materials and products
• Use scientific methods to evaluate rail and track material properties and to establish material specifications and standards
• Establish framework and scenario analysis as well as predictive forecasting
• Lead root cause investigations for derailments, material failures, and post-incident findings

Rail Maintenance (Operational Risk Management)

• Lead a multidisciplinary, highly specialized team of Grinding, Friction Management, Rail Flaw Detection, and Welding professionals
• Define inspection protocols and frequencies to ensure safe, efficient service delivery at lowest cost
• Work with suppliers and vendors to address safety and service deliverables
• Develop standards and best practices for specialized inspection assets
• Establish training and work requirements for activities such as welding and RFD
• Establish framework for maintenance and replacement methods to increase rail life and quality
• Define and develop data driven decisions to improve business outcomes

Geometry Testing

• Oversee the geometry testing program
• Direct management of staffed and autonomous heavy Geometry test cars
• Oversee the light geometry vehicles

Engineering Technology

• Develop and maintain an overall strategy relating to application of advanced technology
• Oversee the ongoing innovation projects (e.g., Autonomous Track Inspection Program (ATIP), Engineering Track Authority Verification tool (ETAV))
• Ensure technology projects arrive on budget and on time
• Work closely with P&SM in order to negotiate contracts with testing, systems and technology vendors

Engineering Systems

• Develop and maintain engineering systems related to inspection, master data, financial controls and technical analytics (e.g. Systems, Applications, and Products (SAP), Track Inspection System (TIS), Geographical Information System (GIS) data base, Bentely)
• Develop and publish relevant cost, asset health, and safety measures

Working Conditions

The role is performed in a combination of office and outdoor environments in various types of weather conditions with a regular workweek from Monday to Friday. The role requires being available on-call 24/7 to respond to critical incidences. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and stress. The role requires frequent travel (up to 70%) to other CN offices across Canada and the United States (U.S.).

Requirements

Experience

Relevant work experience
• Minimum 7 years of relevant work experience
• Minimum 5 years of work experience in a leadership role or leading individuals in a matrix organization
o Experience running multiple complex projects simultaneously
o Experience advising senior executives
o Experience in data sciences and research
o Experience at CN

Any experience for these above would be considered as an asset

Education/Certification/Designation

• Bachelor's Degree in Engineering, Data Sciences, Statistics, Business, Commerce, Management Information Systems, Information Technology, or equivalent
• Professional Engineer Certified (P.Eng./PE)

• Master's Degree in a related field

Technical Skills/Knowledge

• Knowledge of planning tools
• Knowledge in one or more advanced engineering technologies (e.g., LIDAR, laser inspection tools, advanced image processing, Robotic Process Automation, Autonomous Inspection Methodologies, big data analysis, advanced statistics, and analysis)
• Knowledge of business models, operating models, financial models, cost-benefit analysis, budgeting, and risk management
• Advanced knowledge of Microsoft Office
• Knowledge of railway track engineering methods and procedures, as well as track maintenance and inspection
• Knowledge of the rail industry

• Fluently bilingual, both written and verbal (English, French)
