Agency Description

The First Judicial District of Pennsylvania (“FJD”) is the Philadelphia County Court System and is composed of two courts:  the Court of Common Pleas and the Municipal Court.  The mission of the FJD is to adjudicate cases and provide services to the community within our jurisdiction while ensuring fair, timely, and accessible justice to the people of Philadelphia.  The FJD is part of the Unified Judicial System reporting in to the Pennsylvania Supreme Court of Pennsylvania.

Job Description

This is field work serving legal notices, subpoenas, warrants and other legal documents as ordered by a judge.  The employee in this class is required to make personal service upon individuals who are obligated to attend legal hearings.

The employee works under the close supervision of a technical supervisor.  An important aspect of the work is that the employee may be required to work evening hours or on weekends.  Work entails investigation when the person to be served cannot be located at the address provided.

Essential Functions

The following duties are normal for this position.  These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Serves legal notices, subpoenas and other legal documents upon persons required to attend scheduled legal hearings.
  • Goes to home or place of employment to make personal service.
  • Prepares required written reports and Affidavits of Service relative to the performance of work assignments.
  • Conducts office and field investigations to locate individuals as required.

Competencies, Knowledge, Skills and Abilities

  • Knowledge of the principle methods and techniques of investigation and location of individuals
  • Knowledge of the city of Philadelphia, including streets.
  • Ability to use written and electronic resources to conduct investigations to locate individuals.
  • Ability to establish and maintain effective relationships with members of the public, coworkers, and employees of other agencies.

Qualifications

  1. Education equivalent to high school graduate.
  2. Two years of experience in investigative work or making personal service of legal documents upon persons required to attend legal hearings.

OR

  1. Equivalent combination of training and experience.
  2. Ability to perform the essential functions of this position.
  3. Covid -19 Vaccination is recommended.
  4. Must work on site (not remote).

Salary Range: $41,748 - $45,553 (W11)
