The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.

Job Description

This position will work in the Office of Innovation and Technology, Unified Communications unit.  The position will report to the Unified Communications Director. This position will be instrumental in supporting and growing the video surveillance (VSS) team and programs.  The VSS team currently supports 1300+ cameras.  This number will continue to grow to support the various video surveillance programs throughout the City of Philadelphia.  The VSS IT Manager will provide weekly, monthly, and quarterly VSS reports to the UC Director, track budget spending and work directly with VSS field team.   The VSS IT manager will be the point of contact for all VSS concerns; handle escalations, attend VSS meetings, VSS projects, attend VSS Governance Board meetings.  The VSS IT Manager will engage with leadership, public safety teams, and vendors.  


Essential Functions
•    Accomplish department objectives; planning and evaluating VSS opportunities
•    Engage with VSS management and field teams
•    Point of contact for video surveillance program and projects
•    Develop and coordinate policies and procedures
•    Maintain budget
•    Vendor management
•    Establish strategic goals by working with the VSS field managers
•    Attend governance board committee meetings
•    Provide monthly, quarterly, and annual reports and metrics to C-Suite and Director
•    Engage with department leadership
•    Meet quarterly with VSS programs

Qualifications

•    Completion of a bachelor’s degree program at an accredited college or university required however, equivalent combination of education and experience deemed acceptable by the Office of Innovation & Technology and Human Resources also considered.
•    Information technology experience required. [Video surveillance, Network and Communications knowledge preferred]
•    Experience working in a large organization 
•    4-7 years of progressive experience in team management, delivery services, customer relationship management, and organizational change management. [government agency experience a plus]
•    Intermediate-high level experience in reporting tool (i.e. Visio, Power Point, Visual Studio, Excel, etc.) [advanced knowledge preferred]

Additional Information

Salary Not to Exceed: $100,000

Starting salary to be determined based on experience and qualifications.
