The First Judicial District of Pennsylvania (“FJD”) is the Philadelphia County Court System and is composed of two courts:  The Court of Common Pleas and the Municipal Court.  The mission of the FJD is to adjudicate cases and provide services to the community within our jurisdiction while ensuring fair, timely, and accessible justice to the people of Philadelphia.  The FJD is part of the Unified Judicial System reporting into the Pennsylvania Supreme Court of Pennsylvania.

Position Summary

CLASS SUMMARY STATEMENT:

This is advanced technical systems and procedures analysis work determining feasibility, methods of application and implementation of integrated data processing systems.  A significant aspect of the work is contact with the departmental officials in implementing recommendations.

DISTINGUISHING FEATURES:

Experienced professional with eight to ten years of expertise in Oracle custom application development and support, with hands-on expertise in designing, developing, and maintaining Oracle Forms and Reports.  Proficient in PL/SQL packages, Pro *C, and various database objects, including Views and Triggers.

Essential Functions

The following duties are normal for this position. These are not to be construed as exclusive or all‑inclusive.  Other duties may be required and assigned.

  • Possesses experience in software development, testing, business analysis, implementation, and production support, utilizing both Oracle and non-Oracle tools.  Strong foundation in database design, data modeling, and the management of TNS connections and Data Access Descriptors (DADS).
  • Skills in deploying applications on WebLogic Server and developing database solutions that meet business needs while ensuring optimal performance, scalability, and security.  Has a deep understanding of Oracle Forms design, coupled with strong communication skills and a collaborative approach to problem-solving.
  • Experience in maintaining third-party tools and software to ensure seamless integration with business systems.
  • Studies specifications for proposed or revised computer systems requiring detailed programming; prepares and annotates charts for complex program material; prepares sample data cards; uses sample data cards to test program for accuracy and completeness; revises and refines programs as required; documents all procedures used in preparation of programs; prepares detailed instructions for computer operators.
  • Studies and analyzes statistical or record-keeping activities of limited scope and complexity to determine feasibility of utilizing more economical and efficient data processing equipment; prepares system flowcharts and block diagrams of existing systems; prepares recommendations for revised systems.
  • Assigns and reviews the work of subordinates on projects; provides technical guidance and assistance to programmers as necessary.
  • Confers with superiors on project status in accordance with unit procedures; identifies problems and takes corrective action to meet scheduled completion dates and to satisfy user requirements; reviews particular programs with users as to modifications and needs.
  • Prepares written and oral reports on work progress.
  • Performs related work as required.

  • Develop comprehensive plans and methodologies for the practical and efficient application of integrated data systems.
  • Oversee the direct implementation of integrated systems, ensuring seamless compatibility and functionality across all components.
  • Continuously evaluate system performance post-implementation to identify opportunities for improvements or adjustments.
  • Collaborate with cross-functional teams (e.g., IT, project management, and business units) to ensure alignment with organizational objectives.

  • Operating Systems: Linux, Windows
  • Web Technologies : HTML5, XML, Javascript
  • Web Servers: WebLogic 12c, Oracle Fusion, WAMPServer, IIS
  • GUI Tools: Oracle Reports 12c, Oracle Forms, SQL*Loader, SQL Developer, TOAD
  • Database Development: Stored Procedures, Views, Sequences, Database Triggers, Gateways
  • Performance Tuning: Query optimization, Database Performance Analysis, OEM Cloud Control
  • Other Tools: SQL*Plus, Developer Suite 12c, WebUtil, ODAC, VS Code, Visual Studio
  • Additional Experience: Export/Import, Data Access Descriptor (DADS), TNS Connections, Web Services/Rest/Soap
  • Additional Optional Experience: OCI, Azure, Sharepoint, Angular, Node JS, Core, ETL

Qualifications

  1. A bachelor’s degree in computer science, programming or related field from an accredited college or university. A master’s degree is preferred.
  2. Eight to ten years of professional or technical experience in management analysis and improvement, computer programming, computer systems analysis/design, or in office/program management which involved electronic data processing activities.

  1. Any equivalent combination of acceptable training and experience which prove the characteristics required to perform the essential function of the class may substitute for those listed.
  2. After meeting minimum standards, successful completion of a panel review and interview process.
  3. Must successfully complete a criminal background investigation.
  4. Ability to perform the essential functions of a position in this class.
  5. Covid-19 Vaccination is recommended.
  6. Must work on site (not remote).

Salary Range: $89,928 - $100,406
