Job Description

The Finance and Administration team is a growing unit within the Department of Commerce that leads all financial operations with an annual budget of $250M. The Senior Manager will manage the day-to-day fiscal operations of the department, including budget document preparation, fiscal administration and compliance, and contract administration. Their work will inform the Senior Director of Finance and executive leadership of the fiscal health of the overall organization. 

The ideal candidate will be familiar with the City’s operating and capital budgets, accounting and contract software (FAMIS, ACIS, & ADPICS), and be able to creatively communicate those processes to general audiences to ensure information and decisions are clearly conveyed, plus the savvy to work in a political environment and navigating a large bureaucracy is essential.  

Essential Functions include:

  • Monitor, track, and reconcile the day-to-day financial operations of the department, including payroll, programs and services, supplies and equipment, hotel tax, grants revenue, expenditures, and capital projects.
  • Prepare monthly, quarterly, and annual financial reports, attend Citywide fiscal and contracting meetings, and provide information to prepare for City Council budget hearings, as needed. 
  • Serve as a key partner in the drafting and completing the annual operating and capital budget processes by preparing Commerce’s five-year plan, budget narratives, justification requests, talking points, and coordinating with internal and external partners.
  • Manage all grant activity, which includes tracking expenditures, preparing payroll transfers, and producing quarterly and annual financial reports to ensure the department meets its annual deadlines. This includes federal, state, and local funds such as the Community Development Block Grant (CDBG), the Pennsylvania Department of Community and Economic Development (DCED), The Philadelphia City Fund, and the Philadelphia Industrial Development Corporation (PIDC).
  • Serve as a secondary point of contact for the Office of the Director of Finance, including the Budget Office, Accounting, and Grants Management, as well as the City Controller’s Office, Procurement, Risk Management, and Internal Controls. Represent Commerce in discussions of Citywide financial issues.
  • Assist in payment processing, annual fiscal reviews, and facilitate departmentwide training, as needed.
  • Other responsibilities may include administrative and operational functions, Right-To-Know requests, and responding to audits and requests for information, among others.  

Competencies, Knowledge, Skills, and Abilities

  • Subject Matter Expertise in Budget/Fiscal Issues – The successful candidate should demonstrate an understanding of the City’s financial reports, such as the Five-Year Plan and Six-Year Capital Program and Budget. In addition to the City’s accounting and contract software (such as FAMIS, ACIS, ADPICS, etc.) to prepare and interpret financial documents for general audiences. Proficiency in Microsoft 365, including Word, Excel, SharePoint, and PowerPoint, are essential.
  • Project Management Skills – The successful candidate must be confident in completing multiple assignments simultaneously while serving as a central point of contact for financial-related matters. Excellent verbal, written, and presentation communication skills are essential. Strong project (and time) management skills with demonstrated ability to remain organized and attentive to detail while prioritizing key responsibilities to keep projects moving forward and ensure dollars are spent on time.
  • Business Savvy – The successful candidate should demonstrate the ability to understand the organization's strategic priorities, how it operates, and the different functions that make it successful. While the organization's financial integrity and transparency will remain the top priority, developing a solid understanding of what we do and how your work fits into the overall strategy will lead to further success.  

Qualifications

  • Minimum of 3 years of financial management experience. Government experience is a strong plus.
  • Bachelor’s degree is required; Business Administration, Accounting, Finance, or Public Administration is preferred and may be substituted for finance, accounting, or audit-related work experience.
  • Experience with the City of Philadelphia's accounting systems and budgeting processes is preferred. Knowledge of FP&A, accounting concepts and principles, treasury management, bank account reconciliation, and financial reporting (quarterly and annual) is also required.
  • Proficiency in Microsoft 365, including Word, Excel, SharePoint, and PowerPoint, are essential.

Salary Range: $75,000 – $78,000
