Agency Description 

The Office of Director of Finance was created by the Philadelphia Home Rule Charter, adopted by the electors of the City on April 17, 1951, to give the Mayor and the City government a principal officer responsible for the financial, accounting, and budgeting functions of the executive branch. The Director of Finance is thus the chief financial officer of the City and all powers and duties concerning finances, accounting, and budgeting in the executive branch are directly or indirectly the Director's. The Director of Finance is also the Chairman of the Board of Pensions and Retirements and an ex-officio member of the board of various quasi-governmental agencies, including the Pennsylvania Intergovernmental Cooperation Authority. The City of Philadelphia operates on a fiscal year between July 1st and June 30th. 

Job Description

Position Summary 

The Project Coordinator will report to the OnePhilly Director.  This role is responsible for facilitating financial guidance to the OnePhilly Team and working with the Office of Innovation and Technology’s procurement group to manage contracts and service agreements.   This role will also process and track invoices for payment, provide information on OnePhilly needed for the City’s budget process, and maintain all audit related records. In this role, the Project Coordinator will be the central coordination and communication point for fiscal and purchasing related activities, as well as ensuring project tasks are centrally tracked and managed.  The role will also help improve the unit’s fiscal and purchasing related business processes.

Essential Functions 

The Project Coordinator will play an important role in the OnePhilly Team.  This role will be responsible for the efficient management of a variety of tasks pertaining to unit’s fiscal and purchasing related business process, as well as project management, which include:     

  • Tracking and completing specific task in support of OnePhilly project deliverables 

  • Creating, managing, and tracking purchasing related documents such as contracts, invoices, and change orders. 

  • Preparing, submitting, and maintaining OnePhilly’s operating budget. 

  • Coordinating responses to audits of OnePhilly’s data, reports, and processes. 

  • Maintaining frequent and detailed communication with all members of the team to ensure alignment. 

  • Strong knowledge of Excel, Word, and SharePoint 

  • Perform other duties as assigned.

  • Demonstrated ability to think strategically about the application of technology to solve business problems and develop user/business-driven technology strategies and plans. 

  • Ability to work with end users to understand and analyze business processes, define requirements, and assess technologies to determine fit for client needs; and with technical staff to translate those requirements into appropriate technical specifications. 

  • Exceptional communication skills, with the ability to communicate technical concepts and information to non-technical audiences in a compelling and empowering way. 

  • Deep commitment to developing and delivering modern, user-centered, and value-producing technology products, systems, and services in a collaborative way. 

  • Ability to build effective relationships and strong commitment to working collegially and collaboratively with constituents at all levels in a diverse and distributed environment. 

Qualifications

We care more about what you can do than where you learned how to do it.  That said, a bachelor’s degree is a good foundation for the work, and job-related experience around the competencies above is acceptable as well.  The ideal candidate will have at least three years of experience with business analysis as well as working on and/or leading project teams.

Successful candidate must be a city of Philadelphia resident within six months of hire.
