The Office of Community Empowerment and Opportunity (CEO) provides leadership on issues of economic justice by advancing racial equity and inclusive growth to ensure that all Philadelphians share in the city’s prosperous future and by alleviating the immediate impact of poverty on individuals, families and communities.  CEO is Philadelphia’s Community Action Agency (CAA); CAAs are private or public agencies created by the 1964 Economic Opportunity Act and federally designated to receive Community Services Block Grant (CSBG) funding.

Job Description

Partnerships with economic opportunity and workforce development programs form the backbone of the cities’ relationship with some of the most vulnerable people. Making sure we diligently track these relationships is vital to improving outcomes and fighting poverty.

The Programs and Partnerships Data Coordinator will be responsible for guiding the data collection and supporting the analysis and evaluation for the Policy & Programs and Racial Equity divisions at CEO, which includes the SERVE, Work Ready, Same Day Work and Pay, Policy, Economic Mobility, and Engagement Partnerships teams. Key duties include creating and maintaining data practices for all parts of the work of these teams, ensuring full implementation of those data practices, which may require training staff and external partners, and designing process improvements to ensure maximum effectiveness and efficiency in the lines of work as needed. Other duties include but are not limited to managing multiple data collection systems and processes, creating and tracking evaluation processes for reporting and compliance, working closely with external partners, and providing technical support. This position will also support the reporting processes for each program and partnership. This position will report to the Organizational Impact Director.

This position is full-time and may require occasional work after hours and on weekends to support Program activities.  

This position is part of the broader Policy & Programs Vertical, working in tandem with the Research and Evaluation Team and Compliance Team, and is responsible for identifying best practices and collaborating across CEO at-large. 

Essential Functions

  • Draft, edit, review and track data collection and reporting processes and evaluation plans.
  • Guide program reporting, and support evaluation and data-based decision making.
  • Utilize GIS/ARCGIS and/or other map-based programs to build maps to analyze spatial data with partners. 
  • Understand the unique needs of each program and partnership and tailor data support accordingly.
  • Manage daily technical, back-end support including addressing issues experienced by users. 
  • Verify, maintain, and report on detailed records in multiple data management systems. 
  • Oversee data sharing agreement process with CEO, external organizations, and the Law Department or CDU as appropriate.
  • Work closely with external partners and organizations, learning their systems and data capacity, and supporting contract compliance.
  • Communicate weekly updates related to program and partnership activities to staff and leadership as required. 
  • Lead group and one-on-one training workshops to introduce data management skills or digital platforms. 
  • Additional related responsibilities as needed. 
  • Other duties as assigned.

  • Excellent organizational skills and attention to detail required. 
  • Ability to interact appropriately and effectively with a wide range of people required.  
  • Flexibility, professionalism, and the ability to manage multiple tasks simultaneously required. 
  • Equally comfortable working individually and within a team environment that emphasizes interdisciplinary collaboration in a dynamic environment. 
  • Availability to work a flexible schedule, including some evenings and weekends. 
  • Passion for economic mobility and social justice. 
  • Excellent communication skills and an eagerness to serve diverse audiences, including community-based organizations, elected officials’ staff, faith communities, students, volunteers and the general public. 
  • Prior experience managing programs, nonprofits, or data compliance is preferred. 
  • Proficient in Microsoft Office 365 and Google Drive required.
  • Competence in quantitative analysis skills such as calculating summary statistics, database management, and geospatial mapping are required.

  • 3 years experience in related position preferred.

Salary Range: $55,000 - $60,000
