Agency Description

The Mayor’s Office of Legislative Affairs (Leg Affairs) is charged with both proactively and reactively shaping the legislative agenda in a way that supports Mayor Parker’s top priorities, as determined by the Mayor and her cabinet. Leg Affairs reports directly to the Chief Deputy Mayor of Intergovernmental Affairs, Sustainability, and Engagement. Leg Affairs will work hand-in-glove with the Mayor’s Office of Policy Planning and Delivery (OPPD), which will lead on planning and coordinating the implementation of policy initiatives.

Legislative Affairs will pursue two core functions: (1) work with the Mayor’s leadership team, cabinet, and city departments to proactively introduce legislation that advances the Mayor’s top priorities; and (2) cultivate and maintain deep relationships with City Council in a way that best positions the Mayor to reactively shape Councilmembers’ legislation – via support, neutrality, or opposition.

Legislative Affairs will be staffed by a small and nimble team whose members, collectively, have expertise in policy and legislation, and ideally whose members already have both a deep understanding of Council proceedings and existing relationships with Councilmembers and their staff.

Job Description

Reporting to the Director of Legislative Affairs, the Policy and Fiscal Analyst will be responsible for conducting fiscal evaluations of legislation introduced by the City Council and Mayor. This role requires close coordination with the Office of the Director of Finance to analyze financial data and draft detailed fiscal notes for each bill. Success in this position hinges on strong policy and data analysis skills, as well as the ability to clearly communicate complex budgetary and financial issues to both city officials and the public through concise, accessible writing.

Essential Functions

  • Track and monitor legislation and amendments introduced by the City Council and Mayor, ensuring accurate and timely updates.
  • Collaborate with the Office of the Director of Finance to gather and analyze data on the financial impact of proposed legislation, drafting comprehensive fiscal notes for each bill.
  • Review and analyze agency budget requests alongside the Office of the Director of Finance to ensure alignment with the Mayor’s policy goals and fiscal priorities.
  • Partner with the Director of Legislative Affairs to identify, prepare, and coordinate briefings on key legislative matters.
  • Maintain a public database of fiscal notes, ensuring transparency and easy access to up-to-date information.
  • Build and sustain strong working relationships with City Council legislative staff to facilitate effective communication and collaboration.
  • Respond to ad-hoc requests for policy and budget analysis, producing clear and concise memos that provide relevant information or policy options for urgent or emerging issues requiring the Mayor’s attention.
  • Perform other duties as assigned, contributing to the overall effectiveness of the office's legislative and fiscal operations.

Required Competencies, Knowledge, Skills, and Abilities

Knowledge

  • Strong understanding of project management, particularly for initiatives requiring collaboration across various teams or departments.
  • In-depth knowledge of policy research methodologies and fiscal analysis, with a focus on public policy implications and evaluation.
  • Proficiency in data analysis software such as Excel, R, or other tools for interpreting and presenting data.

Skills

  • Excellent project management skills with the ability to coordinate cross-functional teams and manage complex initiatives.
  • Advanced skills in data visualization and analysis, capable of conveying complex data insights clearly and effectively.
  • Proficient in Microsoft Office Suite, including Excel, Word, and PowerPoint, for creating detailed reports and presentations.

Abilities

  • Ability to conduct thorough policy research and fiscal analysis, translating findings into actionable recommendations.
  • Strong written and verbal communication abilities, with experience in presenting complex information to diverse stakeholders.
  • Demonstrated ability to work collaboratively across teams, managing multiple tasks and meeting deadlines in a fast-paced environment.

Qualifications

Bachelor’s degree from an accredited college or university, preferably in public policy, statistics, economics, finance, mathematics, or another field of relevance to local government. Graduate degree strongly preferred.

Minimum of five years' experience managing cross-functional projects, conducting policy research, and performing fiscal analysis. Proficiency in data analysis and visualization using Excel, R, or similar software, with strong communication skills and proficiency in Microsoft Office Suite is required.

Salary Range: $80,000 - $105,000
