Agency Description

The City Council of Philadelphia is the legislative body of our municipal government, comprised of seventeen dedicated members—ten by district and seven city-wide. Councilmember Anthony Phillips proudly represents the 9th District, which includes Burholme, East Oak Lane, Fern Rock, Lawncrest, Logan, Melrose Park Garden, Mt. Airy, Olney, Oxford Circle, Summerdale, and West Oak Lane.

Elected to fill the vacancy left by Mayor Parker, Councilmember Phillips was re-elected in 2023 for his first full term. Recognized by the Philadelphia Inquirer as an engaged and effective leader, Councilmember Phillips has successfully championed key legislation, including traffic calming measures near schools, regulations against illegal truck parking, and initiatives to shut down nuisance businesses.

Job Description

The Neighbor Services Advocate plays a vital role in supporting residents of the 9th Council District. Key responsibilities include:

  • Working directly with neighbors to resolve issues with city, state, or other entities promptly.
  • Monitoring community concerns and complaint trends.
  • Keeping colleagues updated on citizen inquiries and their resolutions.
  • Recording all neighbor inquiries in an online tracking system and maintaining case updates.
  • Assisting in the planning and facilitation of community events.
  • Organizing and attending meetings with neighborhood associations and community groups.
  • Setting up satellite or pop-up service locations to engage with residents.
  • Walking through neighborhoods to connect with community members and gather feedback.
  • Working evenings and weekends as needed.
  • Maintaining positive relationships with the Councilmember, staff, and residents.
  • Greeting neighbors, listening to their needs, and providing accurate information and forms.
  • Assisting in updating service practices, procedures, and contact databases.
  • Ensuring City Hall and District offices have current resources from local, state, and federal agencies.
  • Performing other duties as assigned.

·  Active Listening: Engage with community members to understand their needs and concerns thoroughly.

·  Multitasking: Handle various inquiries simultaneously while ensuring timely follow-up and resolution.

·  Community Engagement: Build strong relationships with residents and local organizations to foster collaboration.

Qualifications

  • At least two years of experience in city service, customer service, or a related field.
  • High school diploma or GED.
  • Excellent verbal and written communication skills
  • Proficiency in Spanish to effectively communicate with Spanish-speaking neighbors and address their needs.
  • Ability to walk through neighborhoods and engage with residents.

Salary Range: $40,000 - $45,000
