The Office of Community Empowerment and Opportunity (CEO) provides leadership on issues of economic justice by advancing racial equity and inclusive growth to ensure that all Philadelphians share in the city’s prosperous future and by alleviating the immediate impact of poverty on individuals, families and communities.  CEO is Philadelphia’s Community Action Agency (CAA); CAAs are private or public agencies created by the 1964 Economic Opportunity Act and federally designated to receive Community Services Block Grant (CSBG) funding.

Job Description

Though analysis of qualitative data, we deepen our perspective and learn as much as we can about the communities we serve. Wherever possible, we want to bring research findings back into the community in accordance with Philadelphia’s vision for equitable engagement.

The NCAC Data Coordinator will be responsible for guiding the data collection and supporting analysis and evaluation for the Neighborhood Community Action Centers (NCACs) at CEO. Key duties include creating and establishing data practices for the NCACs, ensuring full implementation of those data practices, which may require training NCAC staff, and designing process improvements to ensure maximum effectiveness and efficiency in the NCACs as needed. Other duties include but are not limited to supporting qualitative data collection and analysis and providing technical support to staff and external partners. This position will also develop reports tracking data related to these community action centers.

This position will report to the Organizational Impact Director. 

This position is full-time and may require occasional work after hours and on weekends to support Program activities.  

This position is part of the broader Policy & Programs Vertical, working in tandem with the Research and Evaluation Team, and is responsible for identifying best practices and collaborating across CEO at-large. Additionally, this position will work closely with the new Mayor’s Office of Community and Neighborhood Engagement.

Essential Functions

  • Draft, edit, and review data tracking, management, and reporting plan for new neighborhood initiative beginning July 1, 2024.
  • Create and track systems and processes to collect qualitative and quantitative data for NCACs.
  • Utilize GIS/ARCGIS or other map-based programs to build maps to analyze spatial data with partners. 
  • Manage daily technical, back-end support, including addressing issues experienced by users. 
  • Verify, maintain, and report on detailed records of community engagement.
  • Support qualitative data analysis and collaborate on community engagement storytelling.
  • Communicate weekly updates related to engagement activities to staff and leadership as required. 
  • Lead group and one-on-one training workshops to introduce data management skills or digital platforms. 
  • Additional related responsibilities as needed. 
  • Other duties as assigned. 

Competencies, Knowledge, Skills and Abilities

  • Excellent written and verbal communication skills required 
  • Excellent organizational skills and attention to detail required
  • Ability to interact appropriately and effectively with a wide range of people required  
  • Flexibility and the ability to manage multiple tasks simultaneously required
  • Equally comfortable working individually and within a team environment that emphasizes interdisciplinary collaboration in a dynamic urban health environment. 
  • Availability to work a flexible schedule, including some evenings and weekends. 
  • Passion for community organizing and social justice. 
  • Excellent communication skills and an eagerness to serve diverse audiences, including community-based organizations, elected officials’ staff, faith communities, students, volunteers and the general public. 
  • Prior experience in startups or community organizing is highly preferred. 
  • Proficient Microsoft Office 365 required.
  • Proficient in NGP VAN, Nvivo, or Dedoose,  preferred.  
  • Competence in quantitative analysis skills such as calculating summary statistics, database management, and geospatial mapping are required.
  • Bilingual, preferred. 

Qualifications

  • 3 years experience in related position preferred.

Salary Range: $55,000 - $60,000
