Councilmember Dr. Nina Ahmad represents the City of Philadelphia as an at-large council member. Her term began in January of 2024 - since then, Councilmember Ahmad and her team have worked to address major issues in Philadelphia such as maternal health care, human trafficking and threats facing the environmental and economic wellbeing of Philadelphians.

Job Description

Our office is seeking a Legislative Director who will formulate legislative strategies, provide support, insight, and expertise into the drafting of legislation create valuable relationships with other Councilmembers, Council staff, and external stakeholders, and manage all legislative processes in the Councilperson’s office.

The Legislative Director will join a diverse and talented team to help Councilmember Ahmad achieve her goals of helping the City of Philadelphia to become a more equitable, transparent, data-driven government that is responsive to the needs of the people by working with team members, community members, City Council, the City administration, and other stakeholders to develop, enact and implement policies to improve the lives of residents throughout the City of Philadelphia.

The Legislative Director will be responsible for overseeing the legislative agenda and strategy for the City Council At Large Member. This includes researching, drafting, and analyzing legislation, as well as coordinating with stakeholders, community organizations, and other government entities. The Legislative Director will advise the Council Member on policy issues and legislative matters and work with other council members and the Mayoral administrations to ensure that the Member's priorities are effectively advanced.

The Legislative Director will be expected to monitor and report on all legislation passed by City Council and produce weekly memos about local legislation that will be presented the Councilmember and staff. This position also requires monitoring of relevant legislation at the state and federal levels.

Essential Functions

  • Preparing briefings, reports, and talking points for the Councilmember and staffing the Councilmember during all council sessions;
  • Developing and drafting legislative solutions for assigned issue areas with the Director of Policy and Data;
  • Introducing legislation to City Council and working as an aide to the Councilmember during all Council sessions;
  • Communicating legislative updates to the Councilmember and staff;
  • Gathering support from Councilmembers for legislation and reporting to the Councilmember any requests for support from our office; and
  • Performing other duties as assigned by the Chief of Staff

Competencies, Knowledge, Skills and Abilities

  • Experience with creating, analyzing, and tracking legislation;
  • A comprehensive understanding of the local legislative process and familiarity with the rules of City Council is preferred. Experience with government or political work is necessary;
  • Ability to use Word, Excel, and other Microsoft Office applications;
  • Exceptional written and verbal communication skills; and
  • A high level of cultural competency and ability to adapt to the dynamics of a political environment, which sometimes requires working outside of the typical 9-5 schedule

Qualifications

  • Management experience preferred
  • Bachelor's degree in Political Science, Public Administration, Law, or a related field; Master's degree or JD preferred. Two to four years of related work experience
  • Additional requirement: Please include a writing sample along with your application. The writing sample should reflect your ability to analyze public policy

Salary Range: $85,000 - $90,000
