The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. Job Description
The GIS/Business Intelligence Developer Analyst is responsible for the creation, analysis, and maintenance of various spatial datasets, tabular datasets, and applications using the ArcGIS suite of desktop products, Python scripting, and Oracle SQL Developer.
The GIS/Business Intelligence Developer Analyst will publish web maps, model workflows, generate and analyze statistics from the department’s relational database of permit, licensing and code enforcement records. The Business Intelligence/GIS Developer Analyst will also execute Oracle SQL database queries and construct views and joins to support analytical tasks and reports.
The successful candidate can look forward to assisting the Licenses & Inspections GIS/Business Intelligence Developer Analyst Manager and Supervisor in developing mapping, dashboards, and other business intelligence related applications for field work by the department. The candidate will also train staff in the use of these applications.
Essential Functions
• Develop, edit, and maintain geospatial datasets and databases.
• Complete technical documentation of such datasets and processes.
• Analyze permit, licensing and code enforcement data for reports, dashboards, and presentations.
• Write SQL queries and construct views which support analysis and reporting.
• Prepare and execute workflows, ETL, and geoprocessing tools using Python.
• Support the extraction, transformation and loading (ETL) of data for ArcGIS Online dashboard(s), open-source Metabase Dashboards (or similar applications) to be used for reporting and statistics.
• Create and prepare miscellaneous maps and reports on an ad hoc basis for executive staff, sometimes with quick turnaround times.
• Prepare and deliver presentations and/or training sessions on GIS and related technology, tools or procedures for departmental and City staff.
• Participate in meetings and events within the department and citywide GIS community.
Competencies, Knowledge, Skills and Abilities
• Proficiency using Esri ArcGIS 10 software suite and ArcGIS Pro for editing, data creation, analysis and map production.
• Proficiency authoring Arcpy, Pandas, and related Python modules for geoprocessing and automation of routines.
• Proficiency writing complex queries and joining and appending tables in Oracle SQL.
• Familiarity with ArcGIS Online map publishing and tools including, but not limited to, Web App Builder, Survey 123, and Esri Dashboards.
• Familiarity with mobile mapping tools including Esri’s Field Maps.
• Experience with data visualization and graphics tools for the creation of dashboards.
• Ability to communicate technical processes and issues with business staff and management.
• Ability to create and maintain good working relationships and collaborations while being able to work independently and take initiative.
• Excellent written and oral communication skills.
• Proficient in project planning and time management.
The following skills are beneficial, but not required:
• Experience with data visualization and graphics tools for the creation of professional presentation and education materials.
• Experience working in Git and Github.
• Experience with non-Esri software to generate online and hardcopy map and data products.
• Experience with Jupyter Notebooks.
• Experience with municipal land records: tax assessment records; permit and licensing records; land use; etc.
• Experience with front-end application development and computer science fundamentals.
• Experience providing training, presentations or seminars.
Qualifications
• Baccalaureate degree from an accredited college or university which has included major course work in Geographic Information Systems (GIS), Geography, Urban Planning, Public Health, Natural Resources (analytical focus), Statistics, Information Science, Computer Science, or Civil Engineering.
• 4 years of relevant working experience may be considered in lieu of no college degree
Additional Information
Salary Range: $60,000 - $70,000
