Agency Description 

The Office of Director of Finance was created by the Philadelphia Home Rule Charter, adopted by the electors of the City on April 17, 1951, to give the Mayor and the City government a principal officer responsible for the financial, accounting, and budgeting functions of the executive branch. The Director of Finance is thus the chief financial officer of the City and all powers and duties concerning finances, accounting, and budgeting in the executive branch are directly or indirectly the Director's. The Director of Finance is also the Chair of the Board of Pensions and Retirements and an ex-officio member of the board of various quasi-governmental agencies, including the Pennsylvania Intergovernmental Cooperation Authority. The City of Philadelphia operates on a fiscal year between July 1st and June 30th. 

Job Description

Position Summary 

The Senior Fiscal Analyst will report to the Chief of Staff and will support Finance’s leadership team, including the Director of Finance, the First Deputy Director of Finance, and the Chief of Staff, with a mix of one-time and recurring projects, initiatives, and other priorities. 

Essential Functions 

Duties will include, but are not limited to, the following: 

  • Supporting Finance leadership in drafting, finalizing, and disseminating various ad hoc and recurring items, such as the following, to the appropriate parties: 

  • Reports, such as Finance’s recurring reports to the Mayor’s Office, Finance’s newsletter, etc.; 

  • PowerPoint slides and one-pagers, as needed; 

  • Communications regarding process changes, deadlines, and other key and often time-sensitive updates; 

  • Testimony and budget process materials; and 

  • Finance website and Intranet content. 

  • Extracting, cleaning, and analyzing data. 

  • Supporting departments in responding to recurring audit and performance measure requests. 

  • Serving as the Department’s Language Access Coordinator. 

  • Tracking down, compiling, and following up on various data asks to units and departments within Finance and elsewhere in the City, as needed. 

  • Working with Finance leadership and Finance subject matter experts to better support departmental fiscal staff, including through developing and updating training materials, administering the recurring City fiscal staff call, building out the Fiscal Staff Dashboard and other OnePhilly resources geared towards fiscal staff, and sharing key updates. 

  • Performing research and analysis projects. 

  • Participating in internal Finance Department meetings, cross-departmental City meetings and working groups, and external meetings.  

  • Working with the Chief of Staff and the Finance Director on legislative issues, including tracking legislation, distributing the weekly legislative update to Finance staff, working with the Mayor’s Office of Legislative Affairs, and collecting, editing, and drafting testimony as needed. 

  • Assisting Finance leadership with reviewing and posting financial statements such as the Annual Financial Report (AFR) and the Annual Comprehensive Financial Report (ACFR). 

  • Other duties, analytical assignments, and special projects as requested. 

Competencies, Knowledge, Skills and Abilities 

  • Highly motivated and interested in local government administration, process improvement, and public finance and policy.  

  • Strong analytical, written, and interpersonal skills. 

  • Highly organized with a proven ability to work well under pressure and meet deadlines. 

  • Ability to communicate effectively to a wide range of audiences and confidence to operate at senior levels of City government. 

  • Familiarity with the functions and operating structures of municipal government. 

  • Facility with data collection and analysis. 

  • Understanding of the fundamentals of budgeting and financial processes and ability to support financial analyses.  

Qualifications

The ideal candidate will have 3-5 years of government finance, business analyst, and/or related work experience within a large organization.

Successful candidate must be a city of Philadelphia resident within six months of hire.
