Job Description

Reporting to the Human Resources Manager, the Safety Officer develops, implements, and monitors the safety program within the Department of Parks and Recreation. This position will be responsible for day-to-day safety tasks and activities, ensuring compliance with health and safety regulations, conducting safety training, investigating accidents, and implementing measures to maintain a safe work environment. This role manages safety programs including industrial / chemical hygiene, hazardous materials, and ergonomics. Additionally, a significant aspect of this role is working with the third-party administrator to manage IOD claims and maintaining contact with Risk Management to ensure staff stay informed about policy changes that will have an impact on employee safety. The Safety Officer must be available for after-hours and emergencies calls to assist management and employees with safety matters.

Essential Functions

  • Develop, implement and monitor the department’s safety program
  • Leads a team of safety professionals and manages the team’s ability to analyze accident data, new processes, and equipment for potential safety concerns
  • Coordinate training on various safety topics, such as Active Shooter
  • Conduct job hazard and safety analyses by title and location
  • Investigates and documents employee accidents and safety complaints
  • Maintains safety guidelines and requirements of the City’s employee safety program
  • Works with units to procure appropriate safety equipment and supplies
  • Develop and maintain AED database to ensure timely replacement of units, pads and batteries
  • Supports with site inspections and tracking remediation or repairs
  • Tracks and maintains safety goals in accordance with the Office or Risk Management and provides regular reports
  • Oversees IOD program and track cases to ensure timely follow up and response
  • Learns and stays current in federal, local, and state employee safety guidelines and regulations
  • Reviews safety documents, ensuring accuracy
  • Serves as liaison between the HR Manager, Office of Risk Management and TPA
  • Serves as chair of the department’s Employee Safety Committee
  • Gathers, analyzes and makes recommendations/decisions based on data
  • Works on-call to troubleshoot and resolve problems
  • Other duties as assigned

Competencies, Knowledge, Skills and Abilities

• Ability to conduct safety inspections regularly at various work sites

• Good organization, excellent verbal and written communication skills

• Strong analytical, investigative and problem-solving skills

• Conveys complex or technical information in a comprehensible and straightforward manner

• Holds emergency management experience

Qualifications

Bachelor’s Degree with major course work in safety, health, environmental science, or a related field and 3 or more years of health and/or safety experience.  Certifications are welcomed.

• Valid Pennsylvania driver’s license prior to hire and ability to operate a company vehicle

• Ability to physically perform the duties and to work in the environmental conditions of a position in this class

• Basic proficiency with personal protective equipment

• Intermediate proficiency with office software (Microsoft Office) including word processing, spreadsheet, and presentation software (Word, Excel, PowerPoint, Teams)

Salary Range: $75,000 - $85,000
