Agency Description

The Philadelphia City Commissioners are a three-member bipartisan board of elected officials in charge of elections and voter registration for the City of Philadelphia. Each Commissioner is elected to serve a four-year term that coincides with the municipal election cycle for Mayor and City Council.

The Commissioners set and enforce departmental policies to administer voter registration and conduct elections in accordance with federal and state voter registration and election laws.

Job Description

Position Summary

The Director of Election Administration is responsible for managing, directing, and supervising, through subordinate managers and/or supervisors, the activities of administrative staff (excluding the Commissioners and their individual offices’ staffs) to meet deadlines, procure goods and services, communicate with the public, equitably manage the Office of the City Commissioners’ workforce development, and hold elections in accordance with federal and state election laws.

The Director of Election Administration proactively communicates pertinent information, decision points, and any potential issues with the Deputy Commissioners and the Director of Election Operations, making all decisions in consultation with all relevant stakeholders.

The position of Director of Election Administration is in the Administration Program in the Operations Management Responsibility Center, and oversees several departments: Budget, Communications, Human Resources, Information Technology, Safety and Security, and Voter Access and Engagement.

The Director of Election Administration reports to and is supervised by the City Commissioners.

Strategic Leadership:

Provide visionary leadership to all administrative offices, aligning initiatives and projects with the City Commissioners' directives and goals. Develop and execute strategic plans, setting clear goals, timelines, benchmarks, and resource allocation to adapt to changing conditions.

Team Management:

Manage and provide guidance to all administrative offices, fostering a culture of collaboration, accountability, and continuous improvement. Encourage professional development, mentorship, and growth opportunities for team members. Manage administrative and professional staff, including, but not limited to the Director of Administration, Information Technology Director, Director of Safety and Security, Director of Communications, Budget Officer, and Voter Access and Engagement Supervisor. Manage all aspects of time approval, annual evaluations, and required discipline.

City Liaison:

Serve as the primary point of contact between the Department and its various vendors, partners within City Government, partners within State and Federal government, and counterparts in other jurisdictions.

Policy Development:

Evaluate existing policies and identify the need for changes or enhancements to support planned and ongoing initiatives. Propose, develop, and implement new policies as necessary, ensuring alignment with organizational objectives and regulatory requirements.

Financial Management:

Oversee the annual budgeting process, working closely with the Director of Administration and Budget Director to allocate resources effectively and ensure fiscal responsibility. Present annual budgets to the Board of Elections for approval at a public meeting. Manage spending to align with approved budgets and official policy priorities, providing regular updates to the Board of Elections and seeking approval for any unforeseen expenses. Oversee grant applications and management.

Procurement and Contract Management:

Work closely with the Director of Administration to oversee procurement activities, including vendor selection, contract negotiations, and compliance with procurement regulations.

Human Resources Management:

Oversee HR processes, working closely with the Director of Administration and HR Director. Establish policies and procedures to increase equitable hiring practices, ensure annual evaluations are complete, and provide regular professional development. Present proposed exempt hires to the Board of Elections for approval (excluding the Commissioners and their individual offices’ staffs).

Safety and Security:

Oversee the Director of Safety and Security in establishing and implementing security protocols, evaluating after each election cycle.

Communications:

Oversee all Departmental public relations, communications, and public engagement efforts. Coordinating all communications efforts with the Deputy Commissioners and Director of Election Operations to standardize Departmental communications and graphical materials. Ensure all activities are conducted in compliance with state and federal election laws and with the appropriate level of public engagement and transparency.

Stakeholder Collaboration:

Foster collaboration among diverse stakeholders, internally and externally, to drive effective decision-making and consensus building. Communicate key messages across the organization and seek feedback from all levels to ensure transparency and alignment.

Compliance:

Maintain compliance with all public information sharing tasks, including Right-to-Know Act and Election Code responsibilities. Ensure all specialized roles within the Department such as the Right-to-Know Officer, Chief Integrity Officer, and Language Access Coordinator are appropriately filled, presenting candidates to the Board of Elections for approval. Supervise and manage the day-to-day work of these specialty roles.

  • Communication: Excellent written and verbal communication skills, capable of conveying complex information to diverse audiences.
  • Collaboration: Skilled at building consensus and collaboration among various stakeholders.

  • Performance Management: Experienced in or knowledgeable about developing a culture of accountability and excellence, driving teams to exceed goals.

Qualifications

Minimum:

  • Completion of a bachelor’s degree program at an accredited college or university.
  • Any equivalent combination of education and experience determined to be acceptable by the hiring entity which has included the specific experience desired.

Preferred:

  • Minimum of 6 years of progressive experience in administrative leadership, with a demonstrated track record of managing complex functions and teams.
  • Experience effectively and successfully supervising teams, directly or indirectly.

Salary Range: $150,000-$165,000
