Agency Description

The First Judicial District of Pennsylvania (“FJD”) is the Philadelphia County Court System and is composed of two courts:  the Court of Common Pleas and the Municipal Court.  The mission of the FJD is to adjudicate cases and provide services to the community within our jurisdiction while ensuring fair, timely, and accessible justice to the people of Philadelphia.  The FJD is part of the Unified Judicial System reporting into the Pennsylvania Supreme Court of Pennsylvania. 

 

Work-Life 

Working hours are 40 hours per week.  This is a full-time, in person position with the First Judicial District of Pennsylvania.

Job Description

This is administrative work of limited scope and difficulty in the Court service.  An employee in this class will serve in a staff capacity as an assistant to an administrator. Work is performed under the direction of the Manager and the Deputy Court Administrator of the Municipal Court, Civil Division.

Essential Functions 

The following duties are normal for this position.  These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned. 

  • Assist in performing CLAIMS User Acceptance Testing, and quality control and assurance of the CLAIMS System.  

  • Plan, assign and supervise work of subordinate staff.  

  • Provide work direction and training to subordinate staff or volunteers.  

  • Review work of subordinates for accuracy and completeness.   

  • Assists clients and general public in person and via telephone.  

  • Investigates complaints and issues from general public or other offices.  

  • Delegates routine situations to staff and responds directly to more complex situations or complaints.  

  • Interview pro se litigants.  

  • Utilizes personal computer and software applications for word processing, spreadsheet and database functions to prepare documents, spreadsheets and records.  

  • Collaborates with the Manager and the Deputy Court Administrator to assess the procedures and success of the program.  

  • Supervises the distribution of letter/notice generation process for all Civil programs.  

  • Prepares written procedural instructions, documents, and forms for technical and clerical personnel and the public.  

  • Interacts with the judiciary, judicial staff, attorneys, public, and outside organizations.  

  • Makes policy recommendations to Manager and Deputy Court Administrator.  

  • Responds to inquiries by attorneys regarding local Court procedures and facilitates compliance with these requirements.  

  • Recommends resolutions regarding procedural problems associated with the department.  

  • Advises the public, attorneys, and court officials on procedures and rules pertinent to the department.  

 

MARGINAL FUNCTIONS 

Maintains supply and equipment inventory for office and orders supplies as needed. 

Performs related duties as required.

  • Ability to represent the assigned unit in conferences and meetings with the public and private officials.

  • Ability to understand, carry out and communicate effectively to subordinates and/or associates new or changed procedures and operations. 

  • Ability to establish and maintain effective working relationships with associates and the general public.

Qualifications

 

  1. Bachelor's degree from an accredited college or university. 

AND 

  1. One (1) year of administrative experience. 

OR 

  1. Equivalent combinations of education, training and experience providing the characteristics required to perform the essential functions of the class may substitute. 

  1. Ability to perform the essential functions of the position. 

  1. Strong organization and communication skills are a requirement. 

  1. Successful completion of a criminal background investigation. 

  1. Covid-19 Vaccination is recommended.   

  1. Must work on site (not remote).

Salary Range: $48,505 - $53,363 (G17)
