The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.

Job Description

Do you want to be at the forefront of CoP’s emerging cloud practice? We are seeking an exceptional engineer to support and expand our Cloud computing environment that has already provided great value to CoP by enabling modernization and optimization strategies. An ideal candidate is expected to operate independently, have a results-oriented mindset, and foster an environment of continuous improvement. A Cloud Engineer must possess strong interpersonal skills and regularly work with IT leaders and engineers in other departments. This is primarily a cloud administration position focused on a hybrid cloud/on-prem environment across AWS GovCloud and Commercial Cloud organizations. An ideal candidate will have a background in cloud administration and hybrid networking. Although there is overlap with the skills and competencies associated with a DevOps role, this is primarily not a DevOps role.

Essential Functions
•    Work in tandem with our architecture and engineering teams to identify and implement optimal cloud-based solutions
•    Manage a multi-account, multi-organization cloud environment in AWS
•    Plan and design cloud workloads to meet business needs with a focus on security
•    Document standard, best practices, and procedures across the environment
•    Automate infrastructure configuration and deployment throughout the development lifecycle
•    Manage and govern cloud environments. Monitor and optimize services to control costs and usage
•    Employ exceptional problem-solving skills, with the ability to see and solve issues before they affect business productivity
•    Stay current with industry trends and new services
•    Forecast cloud services costs for new workloads
•    Optimize existing workloads for cost and reliability

Competencies, Knowledge, Skills and Abilities
•    Experience in AWS cloud engineering and architecture design
•    Competent in maintaining multi-account, multi-org AWS environments
•    Strong knowledge of IAM and security in the Cloud; cost optimization in AWS particularly; and hybrid networking.
•    Excellent interpersonal skills and ability to help project teams meet their goals while addressing enterprise concepts such as standards and security
•    Demonstrable ability to architect scalable, resilient, secure systems in virtualized and cloud-based environments
•    Possesses excellent written, oral, and interpersonal communication skills with proven ability to champion causes with positive impact

Qualifications

•    AWS experience is a must - preferably 3+ years
•    Automating environments using Infrastructure as Code.
•    Familiarity with network topology and technologies (VPC, Direct Connect, Transit Gateways, Route53, Load Balancers, etc.)
•    Cloud architecture design (Well-Architected six pillars)
•    Understanding of data and data integration concepts (SQL, data governance, enterprise patterns)
•    Python and/or PowerShell experience strongly preferred

Additional:   
•    Able to provide strong references successfully demonstrating such abilities and experience as defined above
•    Employment is contingent upon passing a CJIS background check

Additional Information

Salary Range: $109,000 - $119,000

Starting salary to be determined based on experience and qualifications.
