Since its establishment, the Office of Diversity, Equity, and Inclusion (DEI) has been dedicated to highlighting the benefits that diverse communities contribute to our city. DEI coordinates initiatives aimed at infusing diversity, racial equity, and inclusion principles into city operations, projects, and services. This is achieved through the implementation of best practices, staff training and development, as well as monitoring and assessing outcomes.

Job Description

Position Summary

The Chief Diversity Equity and Inclusion Officer (CDEIO) oversees the entire DEI office to ensure each workstream is carried out to fulfill the office’s mission. These workstreams include workforce equity; operational equity (departmental Racial Equity Cohorts); recovery and reconciliation; inclusive contracting and entrepreneurship; budget equity; training and capacity; office management; Mayor’s Office on People with Disabilities’ policy agenda and ADA compliance; and LGBT Affairs Office policy agenda. The CDEIO will coordinate with all City departments to ensure they are incorporating and elevating DEI practices in their operations.

Essential Functions

  • Serve as member of Mayor’s Cabinet with responsibility of working with City departments, external partners, and community members to dismantle institutional and structural barriers that have prevented Philadelphia from achieving true equity for all residents and visitors.
  • Chief mayoral advisor on issues of diversity, equity and inclusion in the City government, and tasked with implementing Mayor’s vision of racial equity in all aspects of government.
  • Overall management of the DEI Office including Office of LGBT Affairs, Commission on People with Disabilities, and ADA Compliance.
  • Work closely with Director of Workforce Equity, Diversity, and Inclusion to lead the implementation of the Citywide Employment Diversity and Inclusion initiative and understand department demographics, identify areas for focus, and make recommendations on steps to hire, develop and retain a more diverse workforce.
  • Meet with departmental leadership to review and support implementation of annual employment plans, including workforce metrics forecast, recruitment, promotion and separation, as well as a discussion of inclusiveness and the departments’ efforts to promote inclusivity within the work environment.

Competencies, Knowledge, Skills and Abilities

  • In-depth knowledge of and experience with core diversity and inclusion concepts and practices as well as strong capability in organizational change
  • Track record of fostering, driving, and implementing innovative ideas with broad impact
  • Demonstrated strategic partnering skills and ability to work across functions and communities to develop ideas and deliver outcomes
  • Demonstrated leadership and management capabilities, helping develop team members and fostering a positive and inclusive experience for the team
  • Ability to work as a team with executive leadership
  • Demonstrates personal integrity, credibility and flexibility within the scope of the job responsibilities Ability to work on multiple projects in a fast-paced environment with the ability and credibility to work through all levels of the organization as a partner and change agent
  • Ability to scope, develop and manage projects and implement resulting recommendations
  • Ability to conduct research, analyze results and make proposals/recommendations based on quantitative and qualitative factors/data
  •  Ability to adapt to changing circumstances, strong ability to influence others, and demonstrated passion for the issue of diversity, equity, and inclusion
  • Strong presentation skills
  • Excellent verbal and written communication skills

Qualifications

  • Seven or more years of leadership experience developing and advancing workforce equity, diversity and inclusion strategies and workplace culture change for measurable results for large institutions.
  • Demonstrated experience with developing and implementing diversity, equity and inclusion and workplace culture strategies and effectuating change in this space
  • Strong interpersonal, organizational and communication skills (written and verbal) and the ability to meet deadlines and manage multiple projects simultaneously are required
