COMMUNITY DEVELOPMENT OFFICER SENIOR
WHAT IS THE OPPORTUNITY?
Develops and manages Community Reinvestment Act ("CRA") and other Community Development relationships in the Bank's assessment areas. CRA investments include equity participation in SBIC, other private funds and LIHTC. CRA loans include credit commitments to non-profit organizations (including CDFI) as well as for-profit CDFI. Actively engages in the sales process to ensure the attainment of CRA while ensuring CNB credit quality and risk management guidelines are maintained. This may be accomplished through active calling efforts and referrals from existing customers and line colleagues from Personal Business Banking and other divisions.Participates in the loan management process by providing credit and loan underwriting expertise to Personal & Business Banking Credit. Analyzes prospective loan transactions and credit worthiness of borrowers. Prepares credit analysis and provides opinions and recommendations regarding proposed credit, including terms and conditions, and potential risks. Work product may include preparation of Credit Risk Recommendation ("CRR"). May function as the primary credit contact for clients and interact effectively with all levels of Bank personnel and outside contacts.

What you will do
- Responsible for due diligence in the approval process for LIHTC funds, reviews sponsor financials and assess syndicators/syndicator 3rd party reviews. Report annually on all Sponsor/Syndicator financial status.
- Reports annually on LIHTC portfolio performance
- Participate in the Affordable Housing Investors Council.
- Source investments as noted in the 2015 California Community Commitment.
- Work includes due diligence in the approval process, prepare supporting memo and package and present to CRA Equity Investment Committee.
- Reports annually on SBIC Fund portfolio performance.
- Collaborate with other Bank colleagues on working the referrals from SBIC funds.
- Participate in the SBIA and other related industry groups.
- Source investments as noted in the 2015 California Community Commitment.
- Work including due diligence in the approval process, prepare credit underwriting memo and present to PBB Credit Department. Specific requirements comprise reviewing loan request application and financial information, evaluate and determines credit structure and terms; fully underwrites CRR consistent with Bank format, policies and procedures; determines sources and uses of funds; analyzes industry data, competitive factors, historical performance, projected results, risks, and mitigating factors. Ensures CRR contains a well-supported recommendation or decision; the risk rating is correct and supported; and the data and analytics used to support the decision are accurate and calculated correctly.
- Attends client meetings at Bank colleague's request to facilitate delivery of credit product and/or assist in problem resolution. Contacts borrowers directly, for additional information and details related to loan request or clarification of financial materials and resources.
- Provides balanced and appropriate credit guidance to Relationship Manager and Manager and collaborates in determining appropriate credit strategy.
- Provides credit alternatives and creative ways to structure credits ensuring that transactions are within profitability and portfolio risk standards.
- May coordinate loan documentation including work with legal, CLC, or other outside counsel to obtain the correct, accurate documents to ensure all loan are documented to fully protect the Bank's interests in the credit relationship. Reviews collateral periodically to minimize credit exposure.
- Acts as a consultant to clients and a resource to the Bank in developing and retaining business.
- May possess excellent corporate finance knowledge depending on the diversity of the portfolio. Excellent negotiation and closing skills.
- Other projects as may be assigned by the Manager from time to time.
Must-Have
- Minimum of 5 years' experience in community development lending from a CRA perspective.
- Minimum 5 years' experience with all types of CRA investments, including debt and equity, LIHTC, CDFI's, SBIC's, CDC's, COIN and SBA.
- Minimum 3 years of experience with MS Office (Word, Excel, PowerPoint) specifically with producing presentations to illustrate results and trends accordingly.
Skills and Knowledge
- Requires extensive technical expertise and full knowledge of commercial credit principles, financial concepts and regular use of ingenuity and creativity in solving complex credit problems.
- Demonstrated sales and marketing capabilities.
- Excellent credit analysis and accounting skills.
- College degree, preferably in business, finance, economics.
- Networked or familiar with the nonprofit organizations in the affordable housing and economic development industry.
- Have hands-on working knowledge in all aspects of CRA investing and lending with emphasis on SBIC's and real estate/affordable housing related transactions ( debt & equity).
- Have excellent written, communication and presentations skills.
- Ability to work with a team. Good project management.
- Ability to meet deadlines.
Compensation
Starting base salary: $101,231 - $172,355 per year. Exact compensation may vary based on skills, experience, and location. This job is eligible for bonus and/or commissions.
