Chewy is seeking a Senior Immigration Manager to join the HR Business Expansion & Compliance Office (BECO) to lead and manage its immigration program! In this role, you will be responsible for compliance with United States and global regulations while supporting the seamless sponsorship and renewal of work authorizations for current and future Team Members. This is a hands-on role where you will lead the execution of key immigration responsibilities, including compliance management, collaboration with senior leaders, and process optimization.

We are looking for an ideal candidate that has extensive experience running immigration compliance as a part of a fast-paced, multinational organization and can effectively collaborate with internal and external leadership teams, including legal counsel, HR, and government agencies. The role requires a strong understanding of U.S. immigration law, compliance standard methodologies, and strategic program development. As a key leader in crafting Chewy's global immigration program, you will have direct responsibility for day-to-day immigration operations, making critical decisions, and ensuring smooth execution across all aspects of the program.
What you will do:
- Immigration Program Oversight
- Manage the company-sponsored population (currently ~450 employees) across Corporate, Customer Care, and Fulfillment Centers
- Develop and carry out Chewy’s immigration strategy, ensuring alignment with business goals
- Act as an advisor and strategic partner for international expansion projects, including country visa practices and expatriate assignments
- Serve as the subject matter expert for all immigration-related matters
- Compliance & Risk Management
- Ensure compliance with U.S. and global immigration laws, mitigating risks to work authorization and permanent residency processes
- Monitor legislative changes, assess their impact, and advise internal partners accordingly
- Lead and coordinate DHS/ICE site inspections and ensure compliance with special work permits (e.g., DACA, TPS, Asylum)
- Provide guidance to the HR Compliance Operations team on I-9 compliance, audits, and other regulatory reviews
- Vendor & Stakeholder Management
- Maintain relationships with outside immigration counsel and legal vendors
- Oversee a $3 million annual immigration-related legal budget and invoicing process
- Provide training and guidance to Talent Acquisition, HR Business Partners, and hiring managers on immigration policies and procedures
- Data, Reporting & Process Optimization
- Generate immigration reports for HR, leadership, and executive teams
- Develop scalable solutions to automate immigration tracking and processes using tools like ServiceNow, Power Automate, Power Query, Excel, and Smartsheet
- Continuously assess and improve program efficiencies and compliance protocols
What you will need:
- Bachelor's degree in Human Resources, Law, Business, or a related field (or equivalent work experience)
- 8+ years of experience in immigration compliance within a corporate in-house role or immigration law firm
- Expertise in U.S. immigration filings, government regulations, and compliance policies (e.g., PERM, H-1B, L-1, O-1, TN, EAD, I-9), including familiarity with global mobility and expatriate visa policies
- Experience conducting large-scale audits and government compliance reviews
- Ability to analyze complex immigration matters and provide clear recommendations to leaders
- Experience developing and implementing immigration compliance strategies
- Strong project management skills, with the ability to balance multiple priorities
- Effective communication, capable of translating legal/policy information into actionable insights
- Ability to influence senior leadership and partner cross-functionally with HR, Legal, Payroll, and Talent Acquisition
- Experience handling confidential and critical information with discretion
- Skills in Excel, Smartsheet, Power Automate, and other automation tools
- Experience working with HRIS systems and legal tracking tools
