Position Summary
The Accounting Director - Contracts & Grants position at Central New Mexico Community College manages, oversees and coordinates CNM functions related to the restricted financial affairs including student financial aid, endowments, and/or agency funds for the college. Ensures compliance with college, state, and federal regulations and standard accounting procedures. This position must handle sensitive financial matters in a manner consistent with the College's values and mission.
Duties & Responsibilities
- Responsible for the daily and long-range operations of the post-award fiscal management of grants/contracts accounting functions. Collaborate with Grants Development office with pre-award proposals.
- Analyzes and evaluates awarded proposals, contracts, and subcontracts for compliance with funding agency, federal, state, and CNM requirements; recommends approval or rejects deviations from contract specifications; prepares required acceptance documentation, and obtains official signatures.
- Continually monitor grant, contract, and/or scholarship budgets and resolve under spending and over spending conditions. Determine if grant budget modifications are needed and/or accurate. Oversees the billing and collection activity related to all grants and contract revenues. Assure appropriate controls, systems, and reconciliation process for contracts and grants.
- Assists Comptroller and college's independent auditors with year-end financial audit Responsible for the coordination of external and internal audits of grant/contract activity. Prepares financial statements or schedules at the institutional level for external auditors and coordinates with external auditors regarding Single Audit/Uniform Guidance requirements.
- Prepares the Indirect Cost Rates proposal (F&A rate) for the college.
- Oversees the supervision of personnel, which includes work allocation, training, promotion, enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
- Responsible for all regulatory compliance and oversight of the Federal and State financial aid grants including drawdowns, and reconciliation of these funds throughout the year and at the end of the year. Ensures all accounts are timely and accurately reconciled. Reviews and certifies reports, as required by awarding agencies.
- Reviews incoming research proposals for accuracy of structure, compliance with CNM policies and procedures, conflict of interest, appropriateness of terms and provisions.
- Provides independent guidance and oversight to faculty, staff, and administration in the development and preparation of proposals, contracts, sub-contracts, and agreements, to include budgets, documentation, and interpretation of funding requirements.
- Analyzes and evaluates contract and grant budgets for correct calculation of expenditure categories such as salaries, percent of effort, salary adjustment increases, fringe benefits, indirect costs, materials, and equipment.
- Prepares and delivers scheduled instruction and ad hoc training, as required, for CNM administrators, faculty, and staff on contract and grant administration regulations, policies, procedures, techniques, issues, and trends. Collaborate with Grants Development in grant and contract training activities for College faculty, staff, and administrators. Participates in a cooperative Post-Award Grants and Contracts Administration training program for new project directors.
- Collaborates with external agencies and internal administrative units to ensure financial compliance with Federal, State, private and College regulations governing grants and contracts including level of effort reporting.
- Responsible for annual corporate reports with the NM Secretary of State and Attorney General.
- Performs other related duties as assigned.

Minimum Qualifcations:
- Bachelor's degree in Accounting, Finance, Business, Public Administration or related field with a minimum of fifteen (15) credit hours of accounting coursework. Five (5) years of increasingly responsible experience in accounting and (2) years of supervisory experience.

Preferences:
- Masters Degree in Accounting, Finance, Business, Public Administration OR CPA Contract and Grant Accounting Experience
