About The Role:

As CBRE's Assistant General Counsel, Government and Defense Services (GDS), you will serve as a trusted legal advisor to executive leaders and key personnel in CBRE's global Government and Defense Services business segment by providing transactional legal support and counsel on a variety of critical matters and transactions. The GDS business segment includes CBRE's Infrastructure, Defense and Public Enterprise business, the Energy and Resources business, and J&J Worldwide Services. You will provide thought partnership and expert legal support on complex, global transactions important to GDS strategy, and you will protect the organization's rights in contract negotiations, protests, pre-litigation disputes, and settlements and ensure compliance with applicable laws and regulations.

What You'll Do:

  • Work closely with the Deputy General Counsel and executive leaders to develop and execute the legal strategy and legal support model, including KPIs, for CBRE's Government and Defense Services business segment.
  • Provide legal advice and guidance on key real estate, facility, and project management transactions with public sector, energy, utility, industrial, and defense clients globally, including the U.S. federal government.
  • Draft, negotiate and review a wide range of agreements (including U.S. and international real estate, facility, and project management agreements and other legal documents) to achieve business objectives and ensure compliance with laws and regulations.
  • Oversee and/or handle as appropriate all protests, pre-litigation disputes, and settlement agreements in close collaboration with CBRE's global litigation team.
  • Advise GDS executive leaders and others on necessary legal actions based on global economic, regulatory, or environmental pressures or technological advances that may impact the company's strategy or operations, including changes in U.S. Government-specific laws and regulations.
  • Identify risk, ethics, and compliance issues, and partner with CBRE's global risk, ethics, and compliance organization to provide coordinated strategic advice and training.
  • Represent the company in negotiations with government agencies and other external partners.
  • Coordinate the management of external counsel relationships in line with CBRE's Preferred Billing Program. This includes obtaining fee estimates for projects, assessing the need, budget and ROI for utilization, and ensuring that the billing follows the company's external counsel policy.
  • Provide legal training and education to GDS teams and others on legal matters impacting the GDS business segment.
  • Provide formal supervision, monitor the training and development of legal staff, conduct performance evaluations and coaching. May oversee the recruiting and hiring of new employees.
  • Integrate broad knowledge of transactional and legal issues within the governmental, quasi-governmental, and energy industries and collaborate with others to achieve team and departmental objectives.
  • Collaborate with other departments, such as finance, human resources, and operations, to ensure alignment on legal matters.
  • Influence others to adopt a different point of view while being guided by CBRE policies and departmental plans.
  • Lead by example and model behaviors that are consistent with CBRE RISE values.
  • Identify and solve legal, technical, and operational problems of complexity.
  • Understand and recognize the broader impact across CBRE and the legal department.
  • Improve and change existing methods, processes, and standards within job discipline.
  • Other job-related duties as may be assigned.

What You'll Need:

  • Bachelor's Degree or equivalent from an accredited U.S. institution and a Juris Doctorate from an accredited U.S. law school are required.
  • Membership in good standing in at least one U.S. state bar association or the District of Columbia's bar association is required.
  • A minimum of 12 years of relevant legal experience required with at least 5 years of that experience at a government agency or in-house at a highly-matrixed organization is preferred.
  • Significant experience negotiating and drafting real estate, facility, and project management and other related agreements with public sector, energy, utility, industrial, and defense clients globally, including the U.S. federal government.
  • Demonstrated experience providing strategic guidance to executives, management and other senior professionals on complex legal issues specific to global government or defense contracting, including significant experience with U.S. federal government or defense contracting.
  • Deep knowledge of U.S. and international laws and regulations related to government contracting.
  • A strong track-record leading teams with experience in the areas of staffing, selection, training, development, coaching, mentoring, measuring, appraising, and rewarding performance and retention is preferred.
  • Experience with international mergers and acquisitions, integration activities, and establishing and administering joint ventures, subsidiaries, and related companies across the globe is preferred.
  • Experience developing and presenting training to business leaders and legal professionals.
  • Excellent communication and interpersonal skills.
  • Ability to work independently and collaboratively in a fast-paced environment.
  • Ability to lead the exchange of sensitive, complicated, and difficult information, convey performance expectations and handle problems.
  • Leadership skills to motivate key stakeholders to achieve broad operational targets with impacts on own job discipline, multiple job disciplines, and department.
  • In-depth knowledge of Microsoft Office products. Examples include Word, Excel, Outlook, etc.
  • Extensive organizational skills and an inquisitive mindset.
  • Demonstrated experience managing budgets and forecasts and the ability to calculate complicated figures such as percentages, fractions, and other financial-related calculations.
  • TS or Secret Clearance is preferred, but not required.
  • DC/MD/VA area preferred, but not required.

CBRE carefully considers multiple factors to determine compensation, including a candidate's education, training, and experience. The minimum salary for the Assistant General Counsel role is $260,000 annually and the maximum salary for the position is $290,000 annually. The compensation that is offered to a successful candidate will depend on the candidate's skills, qualifications, and experience. Successful candidates will also be eligible for a discretionary bonus based on CBRE's applicable benefit program.
