Position Overview
This position supports BCG's Public Sector (PS) practice in the LAB region, with a core focus on the UK public sector. The role includes responsibilities in business development, proposal delivery, and in risk and contract management.
The role is hosted in London and works in close cooperation with BCG's public sector leadership team. This role will be a 6-month contract as parental leave cover.
What will you do
Business Development
Work with the PSPA and BCG client teams to manage the business opportunity pipeline, and serve as a thought partner on growth strategy for the UK PSPA
Maintain relationships with procurement professionals at client organisations to understand UK procurement processes and create opportunities for BCG partners and consultants to further develop these relationships

Gather intelligence about upcoming procurements for which BCG might be well suited
Develop opportunity specific competitive intelligence analysis, along with relative strengths and weaknesses of competitors
Identify potential third-party partners with whom BCG could team up with for emerging procurements
Build and strengthen practice knowledge of UK procurement processes (e.g. procurement regulations, frameworks etc.), including important dos/don'ts
Proposal and framework delivery
Create and maintain a solid repository of ready-to-use 'standard' proposal ingredients (e.g. 'boiler-plate' facts, past experience, team CVs)
Understand the objectives and requirements of the RFPs and formulate a view about what it will take for BCG to win the specific procurements
Drive end-to-end process of developing proposal and framework submissions, supporting workplans and aligning resources to complete the work of drafting high quality submissions on time
Support writing (jointly with oversight and input from the PSPA team) submissions, and translate BCG qualifications, approaches, past examples and BCG CVs into the submissions
Liaise with colleagues from other markets, the global PS team, and other IPAs / FPAs to make sure best BCG thinking is incorporated
Review submissions at different stages of the drafting process and help the team make corrections and ensure language is clear and correct
Help team (including teaming partners) prepare for oral presentations, including counselling presenters on their objectives during the oral presentations and providing feedback on rehearsals
Advise on pricing approach
Manage database of external experts who can be included in submissions.
Contracting, compliance and risk management
Work with the UK PSPA team, client team and teaming partners to meet all contractual requirements and prepare financial proposals
Ensure technical compliance of proposals - prepare and own submission of all technical compliance documents (e.g. registrations, certificates)
Coordinate contracting and engagement with external partners
Own RFP, RFI and EOI processes to ensure compliance
Own proposal life cycle compliance
Identify, enlist and manage relevant primes/subs and manage sub-contracts where relevant (purchase order, NDAs, COI agreements, etc)
Lead pricing effort to ensure optimisation of price within constraints of government procurement ask
Manage procurement compliance requirements including administrative volumes
Provide recommendations about contract Ts & Cs:
Act as POC for pre-bid T&C reviews and questions
Coordinate with Legal team to review contracts
Manage / own case life cycle in accordance to the contract and government requirements (project set-up, project tracking and control, project reporting, project close out), including coordinating with finance on case budget management and invoicing
Flag risks, including managing Global Review Panel process to comply with BCG Working With Governments policy where relevant
Facilitate independent audit during / post case.
Additionally, you will support other special projects, case team support, market research assignments and other PS business support, risk management and compliance duties on an ad hoc basis as assigned.
YOU'RE GOOD AT
This is a unique role, requiring both public sector experience and commercial expertise:
Subject matter expertise on government procurement processes
Academic qualifications equivalent to 2:1 or First-Class Honours in a business-related or legal discipline
8+ years of work experience
Preference for candidates who have worked with commercial teams supporting the government, or in commercial roles (public or private), or with consulting experience to the public sector.
