Job Purpose / Background
Key Regulatory Obligations
The appointment will be subject to obtaining Central Bank of Ireland approval. The successful candidate will be subject to the Common Conduct Standards set out in Section 53E of the Central Bank Reform Act 2010), and the Fitness and Probity Standards of the Central Bank of Ireland. As long as they remain a Control Function the successful candidate will be responsible to continue to meet the required standards of fitness and probity for the role.
Role Overview:
The Designated Person PCF-49 Chief Information Officer (CIO) is responsible for BAMIL's IT strategy, operational resilience, cybersecurity, and technology risk management. Collaborating with BAMIL Senior Management, the CIO ensures that BAMIL's technology environment remains robust, secure, and aligned with regulatory and business objectives.
The CIO will partner closely with the BlackRock intra-group Technology, Information Security, Operational Resilience and Risk Management functions that deliver services to BAMIL.
Key Responsibilities
Strategic Leadership:
- Define, implement, and oversee the BAMIL's IT strategy, ensuring alignment with overall business objectives.
- Provide strategic advice to the BAMIL Board and senior management on emerging technologies and their potential impact.
Regulatory and Compliance Oversight:
- Act as the accountable individual for IT operations under the Central Bank of Ireland's Fitness & Probity regime (PCF-49).
- Ensure compliance with the Central Bank of Ireland regulatory requirements and European Directives such as Digital Operational Resilience Act (DORA), GDPR, and other applicable standards.
- Maintain a robust governance framework for IT risk management, incident reporting, and business continuity planning in collaboration with BlackRock Group.
- Active participation in BAMIL's governance framework, including regular reporting to BAMIL's Risk Committee and Board.
Operational Resilience and Cybersecurity:
- Lead the implementation of measures to strengthen operational resilience and ensure the continuity of critical IT services received from BlackRock Group.
- Develop and maintain a cybersecurity strategy to mitigate risks, and respond to emerging threats.
- Coordinate the BAMIL's IT disaster recovery plan and testing, ensuring timely and effective recovery from disruptions.
Technology Management:
- Ensure the IT infrastructure, applications, and platforms are scalable, reliable, and fit for purpose.
- Manage direct technology vendor relationships.
- Drive innovation through the adoption of emerging technologies while managing associated risks.
Team Leadership and Development:
- Lead and develop a high-performing culture, fostering a culture of collaboration, accountability, and continuous improvement.
- Provide training and awareness programs to ensure staff understand technology risks and compliance requirements.
About You
Regulatory Knowledge:
- Strong understanding of the Central Bank of Ireland's Fitness & Probity Standards, EU regulations (e.g., DORA). Experience interacting with regulators would be desirable.
Leadership:
- Demonstrated ability to lead and inspire cross-functional team in a regulated environment.
- Strong collaborative and interpersonal skills as well as an ability to communicate (verbal, written and presentation) across all management levels.
- Proactive self-starter, ability to learn quickly and to take initiative. Passion and energy combined with a constant desire to challenge the status quo and to drive operational excellence.
Operational Resilience & Cybersecurity:
- Expertise in designing and maintaining IT frameworks that ensure resilience and continuity.
Risk Management
- Knowledge of IT risk assessment, governance, and mitigation strategies.
Critical Thinking:
- Ability to align IT strategy with business goals and anticipate future challenges and opportunities.
Qualifications and Experience
Education:
- Bachelor's degree or equivalent experience in information technology, Computer Science, Business Administration, or a related field.
Experience:
- Minimum 5 years of IT experience, preferably within financial services.
- Demonstrable experience in regulatory compliance, and IT governance.
- Familiarity with relevant industry leading practices, such as DevOps and cloud, and control frameworks, such as COBIT and ITIL
- A background in risk management or regulatory compliance is desirable.

Our hybrid work model
