Strategic Leadership:

• Develop and execute a comprehensive data strategy that aligns with Bixal’s mission and the specific needs of our clients in the areas data engineering, data sciences, data governance, data management, AI and monitoring, evaluation and learning (MEL). 
• Provide thought leadership in data engineering, management, analytics, data science, and MEL, positioning Bixal as an industry leader in the government space, both domestically and internationally. 
• Collaborate with senior leadership to integrate data-driven decision-making into all aspects of the organization. 
• Identify opportunities to apply lessons learned and best practices across domestic and international projects, fostering innovation and continuous improvement. 

Business Development:

• Drive business growth by identifying new opportunities to leverage data analytics in service of client needs, particularly within the federal government sector. 
• Collaborate with the business development team to craft compelling proposals and presentations that highlight Bixal’s data capabilities. 
• Play a pivotal role in shaping Bixal's win strategies by leading the development of compelling technical win themes and solution readiness plans, ensuring our proposals stand out for their excellence. 
• Provide comprehensive support across all stages of opportunity pursuit, from qualification to capture strategy, fostering customer relationships, managing competitor dynamics, and providing effective team leadership throughout.  

Data Innovation and Technology:

• Drive innovation by identifying and implementing cutting-edge data technologies and methodologies that enhance Bixal’s service offerings. 
• Oversee the development of advanced analytics, machine learning models, AI algorithms,and AI-driven solutions that solve complex problems for government clients. 
• Lead the evaluation, selection, and implementation of data tools and platforms that support Bixal’s strategic goals.

Consulting:

• Engage with key stakeholders, including government officials and agency leaders, to understand their data needs and position Bixal as a preferred partner. 
• Bridge the gap between people and technology by adeptly translating complex technical concepts into easily understandable language tailored for non-technical audiences. 
• Identify and select the most effective technical solutions and approaches to meet anticipated or actual acquisition requirements. 
• Lead efforts to integrate emerging technologies such as big data analytics, machine learning, and AI into MEL practices for development projects. 

Team Leadership and Development:

• Build, mentor, and lead a high-performing data team, fostering a culture of collaboration, innovation, and continuous improvement. 
• Provide guidance and professional development opportunities for team members, ensuring they stay at the forefront of the industry. 
• Promote diversity, equity, and inclusion within the data team and across the organization. 

Client Engagement and Relationship Management:

• Serve as a primary point of contact for data-related matters with key government clients, ensuring their needs are met and exceeded. 
• Translate complex data concepts into actionable insights for clients, demonstrating the value of data in achieving their strategic objectives. 
• Represent Bixal at industry conferences, workshops, and meetings, building relationships and enhancing Bixal’s reputation. 
• Leverage your established network to forge new business opportunities and strategic partnerships while also leading and empowering the team to do the same.  
• Occasional domestic and international travel will be required for this position.

Required Qualifications:

• Master’s Degree in a relevant field (PhD preferred), with at least eight years of executive leadership experience with accountability and oversight of a specific organizational function in professional services consulting. 
• Extensive, progressively responsible experience in data management, analytics, and data science is essential. 
• Demonstrated success in leading large-scale data initiatives across both government agencies and private sector clients. 
• Extensive experience designing and implementing comprehensive data analytics systems and infrastructures. 
• Exceptional leadership abilities with a proven track record of building and managing high-performing teams. 
• Excellent communication skills, capable of translating complex data concepts into clear, actionable insights for diverse stakeholders. 
• Expertise in advanced data technologies, including machine learning, AI, and big data platforms. 
• Strong commitment to mission-driven work, with a passion for leveraging data to create meaningful social and governmental impact. 
• Willingness and ability to travel domestically and internationally on occasion
