Bixal is seeking a Communications Specialist for the USAID/Uganda Monitoring, Evaluation and Learning (UMEL) Activity. This program supports USAID/Uganda and its partners by strengthening MEL processes, conducting high-quality evaluations, knowledge-sharing, and adaptive management to improve programmatic decision-making in the country. 

What will you do?

  • The Procurement Officer plays a crucial role in supporting the Senior Operations and Administration Manager in the procurement and logistical operations of the BIXAL USAID-Uganda MEL Activity. This position is responsible for ensuring that all procurement activities are conducted in compliance with USAID regulations and BIXAL policies, and for obtaining quality goods and services in a timely and cost-effective manner. The Procurement Officer will report to the Senior Operations and Administration Manager. 

Responsibilities and Tasks


  • Procurement Management:
  • Conduct needs assessments to identify procurement requirements and facilitate timely purchasing of goods and services.
  • Prepare and issue Requests for Proposals (RFPs), Requests for Quotations (RFQs), and other procurement documents as needed.
  • Evaluate vendor proposals and make recommendations for contract awards based on established criteria.

  • Vendor and Consultant Coordination:
  • Maintain an up-to-date database of approved vendors and consultants, ensuring compliance with USG rules and regulations.
  • Monitor vendor performance and compliance with contract terms, addressing any issues as they arise.

  • Logistics Support:
  • Assist in the logistical arrangements for project-related travel, accommodations, and events, ensuring cost-effective solutions.
  • Collaborate with the operations team to manage the supply chain process, ensuring timely delivery of goods and services.
  • Support the management of inventory and asset tracking, ensuring accuracy and compliance with established procedures.

  • Reporting and Documentation:
  • Maintain accurate procurement records and documentation, ensuring compliance with Bixal audit requirements 

Qualifications, Skill Set, and Personal Attributes

  • Bachelor’s degree in business administration, supply chain management, or a related field. 
  • Minimum of 2 years of experience in procurement and logistics management, preferably in the context of USAID or international development projects.
  • Familiarity with USAID procurement regulations and compliance.
  • Strong organizational, analytical, and negotiation skills.
  • Proficient in MS Office Suite and procurement management software.
  • Ability to work effectively in diverse cultural settings, particularly in developing countries.
  • Fluency in spoken and written English.
  • High level of integrity, accountability, and professionalism.
  • Ability to work under pressure and meet deadlines.
