What will you do?
Bixal is seeking a Lead Monitoring & Evaluation (M&E) Specialist to support foreign Humanitarian Assistance activities. This role serves as the primary point of contact for assessments, evaluations, and project monitoring, with a focus on capacity-building initiatives in Mexico, The Bahamas, and other locations. Key areas of impact include Disaster Preparedness/Disaster Risk Reduction, Health, Education, and Infrastructure. The ideal candidate will bring a high level of analytical expertise, organizational skills, and strategic oversight to drive the success of FHA programs.
 
This is a full-time position contingent on contract award by our client, with a defined performance period of up to one year. Responsibilities

  • Support the development and evaluation of security cooperation initiatives and planning foreign humanitarian assistance projects.
  • Develop initiative design documents that align with strategic objectives and ensure stakeholder coordination and approval.
  • Conduct annual country program monitoring (CPM) for partner nations, including Mexico and The Bahamas.
  • Travel to program locations to lead and conduct monitoring and evaluation activities
  • Maintain program records across multiple databases, including OHASIS, Socium, TMT, and APACS.
  • Facilitate communication and coordination with the client and critical partners while ensuring cultural competency.
  • Manage task workflows within the TMT system and draft executive summaries as needed.
  • Translate documents with accuracy and maintain high-quality records of executed mandates.
  • Other assigned relevant duties as qualified and trained to execute

Minimum Requirements

  • Master’s degree in a relevant field, plus at least eight years of related experience in M&E or data analysis roles.
  • Strong qualitative and quantitative data collection and analysis skills, with proficiency in data management, analysis, and visualization tools (e.g., Stata, Atlas.ti, Tableau).
  • Excellent verbal and written communication skills, including cross-cultural communication expertise.
  • Experience working in the humanitarian assistance sector.
  • Willingness and ability to travel internationally at least six times per year.
  • Fluency in Spanish (written and spoken).
  • Ability to obtain and maintain DOD Secret clearance
