The Data Analyst and Visualization Snr. Associate (OHH) will support the Senior MEL OHH Specialist and GIS and Visualization Specialist with the collection of primary performance data on CDCS outcome indicators; compiling contextual data; validating and analyzing performance data; developing monitoring tools; providing technical support for data quality assessments, training and mentoring A/CORs and IPs MEL staff and on performance reporting systems; and creating data visualizations for effective learning by the Mission and IPs.
The Data Analyst and Visualization Snr. Associate (OHH) will serve as the lead analyst for the Health Technical Office, i.e., Office of Health and HIV/AIDS (OHH) performance data. They will, quarterly, work with the Senior MEL Specialist (OHH) and the GIS and Visualization Specialist to analyze and visualize OHH performance data. The Data Analyst and Visualization Snr. Associate (OHH) will work with the Data/DIS Analyst in managing and analyzing health data in the DIS. The analysis and visualization will help to show thematic areas (i.e., family planning, maternal & child health, nutrition, malaria treatment & prevention, HIV/TB, and health system strengthening) progress and trends, identify associated factors influencing performance, and challenges to inform decision-making by the Technical Team and Implementing Partners.
The Data Analyst and Visualization Snr. Associate (OHH) will proactively integrate USAID learning cycle processes into a cohesive project management approach which leads toward collaboration, learning, and adaptation (CLA) for improved development results
Responsibilities
- Identify and compile relevant contextual data to facilitate the OHH’s understanding of its contribution to wider national and agency development priorities.
- Validate and analyze timely, periodic performance data of OHH performance indicators reported on by USAID/Uganda implementing partners.
- Work with the Senior MEL (OHH) Specialist to analyze health performance data including DIS, DHIS2, and any other health-relevant data to facilitate learning by the Health Team and health Implementing Partners.
- Work with the GIS and Visualization Specialist to develop OHH performance data visualizations using DIS, DHIS2, and any other health-relevant data to facilitate learning by the Health Team and health Implementing Partners.
- Develop and manage health portfolio performance data dashboards.
- Supervise and support junior-level members, including MEL Officers/Data Analysts.
- Perform other duties as required.
Qualification
- Bachelor's degree in public health, health sciences, development studies, project management, or another relevant field.
- Minimum five (5) years of experience working in health programs for USAID or other donors.
- Strong analytical, decision-making, and problem-solving skills to think strategically about the information that will help stakeholders (Health Team and IPs) make data-driven decisions.
- Ability to analyze databases (DHIS2, DIS, etc) and provide results and recommendations.
- Excellent knowledge of geospatial and data visualization software such as ArcGIS, QGIS, Tableau, Power BI, Excel, Python, R, Microsoft Office Suite, etc.
- Excellent working knowledge of DHIS2 and LQAS.
- Good knowledge of national health surveys UDHS, UPIA, etc.
- Ability to work independently and excellent time management. Ingenuity, ability to generate ideas for a variety of activities, propose new courses of action, suggest appropriate, mitigated risks.
- Excellent high-level written and verbal communication skills.
- Ability to work with the Health Team and Implementing Partners across the health sector.
- Knowledge and understanding of USAID health programming.
- Knowledge of USAID project management processes and overall program cycle, including monitoring, evaluation, and learning practices and policy.
- Proactive ability to take on new tasks with little direction, chart a course of action, advise clients, colleagues, and supervisors on possible opportunities and challenges.
- Ability to gather information from disparate sources and connect the dots to form a coherent picture of project progress and external circumstances.
- Ability to use evidence to tell a compelling story.
- Understanding of development partners and Uganda government development landscape, key stakeholders, and potential USAID partners within respective health focus areas.
- Strong organizational skills with a problem-solving attitude.
