Job Description

As an experienced member of the Public Policy team, the Assoc. Director of Policy is a critical role within PPGA and at Biogen. This role provides substantive support for coding, coverage and reimbursement policies to improve access to Biogen therapies.  Based in Washington, DC, the successful candidate will be self-motivated and work within a fast-paced, dynamic environment. 

What You’ll Do

  • Provide policy solutions and access strategies for Biogen therapies, working on both inline and pipeline therapies and on above-brand drug policy issues.
  • Support development and execution of public policy positions and strategies to support Biogen’s business goals.
  • Collaborate with PPGA team and internal cross-functional partners to support and direct government affairs, policy, and coverage and reimbursement related initiatives to implement policy strategies to address evolving federal coverage and reimbursement policy.

  • Assess impact of proposed policy to Biogen’s U.S. business and propose and guide policy strategies.
  • Lead in developing internal and external programs to drive awareness around US public policy issues serving as subject matter expert to colleagues in US Market Access other internal stakeholders on assigned issues in alignment the policy leadership and government affairs colleagues.
  • Actively participate in and advocate for Biogen’s interest in trade association work groups.
  • Serve as liaison and subject matter expert before policymakers and federal agency staff responsible for payment, coverage and reimbursement policy issues.
  • Clearly, impactfully, and strategically articulate Biogen’s positions on assigned policy issues to federal agencies and other external stakeholders under supervision of Policy leadership.

Who You Are

You are a motivated self-starter with the ability to work on multiple projects simultaneously both individually as well as in cross-functional environments.  You have strong written and oral communications skills, Medicare policy experience, and preferably federal biopharma policy experience.  You like to work in a challenging and dynamic environment that can change and improve the lives of patients. 

Qualifications

  • Bachelor’s degree required
  • 5+ years of service working and/or comparable education on federal health policy and Medicare issues in government or with relevant private sector experience
  • Excellent organizational and project management skills—demonstrated ability to independently manage multiple work streams
  • Demonstrated commitment to ensuring patient access to innovative medicines and the importance of a thriving biopharmaceutical industry
  • Consistent record in identifying policy trends affecting public health and advancing policy solution. 
  • Experience working with consultants to manage research projects such as regulatory comment letters and agency engagements
  • Ability to manage numerous, competing priorities under pressure while effectively collaborating with internal partners
  • Ability to travel as needed

Preferred Skills

  • Minimum 3-4 years of Medicare, federal policy or other comparable experience such as related healthcare policy consulting firm experience.
  • Knowledge and understanding of drug pricing, Medicare healthcare coverage and reimbursement environment.
  • Strong analytical and business skills; ability to communicate effectively with high level executives.
  • Demonstrated ability to work across functions, regions and cultures while exhibiting enterprise level leadership with the ability to inspire, motivate and drive results.
  • Knowledge and understanding of healthcare product development and commercialization.
  • Experience working on Capitol Hill, at a Federal agency or at The White House; or experience working for a policy organization
  • Experience in Medicaid, 340B, and prescription drug review board policy especially desirable.
