Job Mission

The Competence Manager is the functional owner of a facility/utility system, hence responsible for the performance and requirements of (critical) assets. The main objective of the Competence Manager Controls Engineer is to maintain and improve the industrial automation & control and building management systems of CRE F&M within the framework of CRE's strategic pillars (Safety, TCO, Flexibility, Business alignment, Wellbeing and Sustainability). This includes the application of "smart building" principles, and telemetry. Together, the Competence Managers are the owners of the Engineering Design Guidelines, policies and (long term) utility master plan. Competence Managers contribute to the Industrial masterplan by developing (amongst others) feasibility studies and have a leading role to establish a systems competence knowledge and/or standards to be applied locally and or with our regional partners.

The Competence Managers are the owners of the User Requirements Specifications, Engineering Design Guidelines, Maintenance Policies and Procedures, support the development of the Utility Master Plan, contribute to the Strategic Industrial Masterplan (SIM), perform feasibility studies, provide leadership and guidance in establishing and documenting local competence knowledge and/ or standards of the Wilton campus. All in an effort to align with ASML strategic business and production output requirements.

Export Control Compliance:

This position may require access to controlled technology, as defined in the Export Administration Regulations (15 C.F.R. § 730, et seq.). As a condition of employment, qualified candidates must be legally authorized to access such controlled technology prior to beginning work. Job Description

CRE F&M works with several key suppliers for its hard services (asset and building maintenance) and soft services. The key suppliers manage a range of the operational and tactical activities of CRE F&M.

The Controls Engineer - Competence Manager falls under the Hard Service team which is part CRE F&M and consists of Facilities Competence Engineers responsible for managing facilities systems, operations and maintenance services. The team is organized to meet business demands, with complimentary roles including an Integrated Facilities Management (IFM) team responsible for the execution of maintenance and FM services, Contract & Supplier management and monitoring KPI's that support efficient delivery processes.

The Hard Services (strategic/tactical) organization provides the (output) systems/services to ensure compliance with production specifications, performance targets and cleanroom manufacturing conditions. Together with the third parties, the Hard Services team innovates and develops solutions and asset configurations that improve performance and optimal fabrication output.

The Competence Manager Controls Engineer is responsible to operationalize the strategic objectives of ASML CRE including monitoring and managing contractors, consultants and or suppliers that support critical assets, systems and processes, provide services and materials aligned with business objectives.

Key Areas of Responsibly:

Relying on your strong critical thinking problem solving and process improvement skills you will:

Manage facilities control systems including PLC programming, HMI programming, VFD programming, program backups and software licensing. Provide Technical Support and training to facilities maintenance staff. Design and implement controls for facilities projects - create/revise P&ID's, create/revise PLC I/O drawings, generate controls cable schedules, programming for PLC, HMI and VFD's as needed, perform startup and commissioning of equipment. Maintain BMS sequence of operations for all facility systems Improve reliability and efficiency of facility systems such as boilers, chillers, cooling towers, HVAC, process cooling water, PVAC, exhaust, CDA, etc. through programming improvement and PID loop tuning Manage PLC spare parts and work with vendors to ensure parts availability. Develop road maps to address aging control systems. Responsible for industrial automation and control, and building management systems. Functional owner for the Industrial Control and Building Management systems, including instruments like PLC, SCADA, historian, security systems and Facility Monitoring System (FMIS). Derive the strategies, policies, standards, tooling and (utility) masterplan for the assets in the particular field of expertise. Generate and maintain the Engineering and Design Guideline documents for applicable asset (systems) and ensure applicability of the EDG's for the Wilton Factory.

Education
  • Bachelors or Master degree in Computer Science/Controls/Mechanical or Electrical Engineering required.
  • Professional Engineer (PE) preferred.
  • Certified Control Engineer (CCE)
Experience
  • Minimum of 12-15 years of relevant work experience with Complex Industrial Controls, and ICS Network systems, supporting manufacturing operations in the high tech / cleanroom manufacturing.
  • Software/technical tools (AutoCAD, Revit, Microsoft, Bluebeam etc.)
  • Experience in Rockwell Automation controls Logix, PLC5, View SE, ThinManager a plus.
  • Previous exposure to industrial design, maintenance/operational facility systems and basic PM experience.

General Information
  • This position is located on-site in Wilton, CT. It requires onsite presence to attend in-person work-related events, trainings and meetings and to further ensure teamwork, collaboration and innovation.
  • A flexible workplace arrangement may be available to employees working in roles conducive to remote work (up to 1 day a week) with management approval.
  • At times may need to support Customer Services sites and or Veldhoven initiatives. Travel may be required up to 10 percent of the time

Essential Job Functions

The essential job functions for this position include, but are not limited to:
  • Work in a fast-paced office environment, including working in a standing or seated position for long periods sometimes exceeding 8 hours per day, 5 days per week.
  • Commute to ASML's facility and report to work on a regular and timely basis and complete the scheduled workday on a consistent basis.

  • Perform office tasks using simple hand grasping, fine hand manipulation and reach associated with assigned tasks such as paperwork, computer keyboarding (e.g., Word, Excel, PowerPoint), filing, calculating, and use of telephone or other handheld electronic devices, continuously sometimes exceeding 8 hours per day, five days per week.
  • Have a sufficient ability to communicate, through sight, hearing, and/or otherwise, to perform assigned tasks and maintain proper job safety conditions.
  • Occasionally lift and/or move up to 20 pounds.
  • May require travel (specify domestic and/or international) dependent on business needs - specify percentage of travel.
  • Specific vision abilities required by this job include close vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
  • Perform other functions that may be assigned.

Key Issues
  • Act as the expert in the applicable field of facilities/controls systems, yet maintaining an overview and coordination with other competences to ensure alignment, monitor interdependencies and coordinate impact on other assets to ensure business continuity. This includes managing and working in close relation with other Competence Managers to co-create/develop solutions from integrated (system) view.
  • Find a good balance between prescribing guidelines versus workable requirements that meet the needs of the business (e.g. delivery time in projects).
  • Manage a complex field of stakeholders and in particular manage various interests, and be able to explain and deliberate the necessity of the guidelines set by you as the leading Competence Manager.

Key Decisions
  • Decide about/approve designs and solutions related to the applicable assets and with impact on business continuity, performance and costs.
  • Decide about/approve upon safety situations and business continuity impact as functional owner and act with mandate to either change or interfere when risks are identified.
  • Decide upon guidelines and standards that are leading for managing and maintaining the particular assets, and contributing to the optimal performance for ASML and its business operations.
  • Decide upon the required (future) capacity and capabilities of facilities and utilities and plan changes and innovations in order to meet business demand.
  • Decide upon (other or specialist) expertise to acquire for in-depth analysis, studies or engineering work.

Additional Responsibilities (as needed in the cleanroom and/or labs):

CRE Team:
  • Quality & Standardization Expert: supports the Competence team to establish strong and clear standards and related sharing, documenting and distribution of information.
  • Commissioning & Acceptance Manager: responsible for technical hand-over & acceptance to safeguard technical quality and requirements in design, construction, commissioning and operation phase of projects.
  • Modeling and Simulation Engineer: Responsible to support (long term) capacity utility calculations in Masterplans and energy & utility forecasting.

ASML Peers:
  • Program Managers: responsible for managing (large) changes in the field driven by business objectives. Competence Managers give advice and set guidelines, targets and requirements for improvement or upgrades of assets. Program Managers are responsible to manage the overall planning and execution and Total Cost of Ownership (TCO).
  • CRE Project Managers: responsible for executing projects. Competence Managers work together with Project managers in review of designs, construction and/or compliance reviews in commissioning of projects.
  • IT: responsible for SCADA service management, including related technical infra management, technical application management and functional application management.
  • Hard and Soft Service Specialists: responsible for managing the supply chain from a specialist perspective (content-driven). These specialist are the daily counterpart for suppliers and play a vital role in the adoption/embedment of EDG's set by the Competence Managers.
  • Contract & Supplier Managers: responsible for managing the supply chain that delivers the F&M outsourced services and optimizing the supply chain and partnerships with suppliers.
  • Cross sector key users and counterparts in the various business environments (predominantly production environments and product development).
  • EH&S in regards to reporting milieu and sustainability aspects.
  • Consulting and alignment activities with teams in Wilton, San Diego and Linkou to assure one global way of working.
