Job Description
The HR Health & Welfare Manager is responsible for delivering core benefit design & planning initiatives to all plan participants by applying professional judgment, knowledge, experience and a broad perspective. The individual will be responsible for managing all aspects of benefit plans and programs including vendor management, compliance, project management, strategic planning and design and communication. In addition, the individual will be responsible for implementing, managing and developing innovative solutions that support the business unit strategy and design by applying thought leadership and their subject matter expertise.

Manager, Benefits & Retirement - 12 Month ContractThe Manager Benefits & Retirement is accountable for supporting the achievement of ACG's short and long term Mission, Vision and strategic objectives by: leading and managing the design, development, communication, implementation and administration of all of the company's benefits programs, policies, and procedures.This position reports to the Director, Total RewardsThe responsibilities of the Manager of Benefits & Retirement will also include but is not limited to:Manage implementation and administration of employee benefit programs such as health insurance, disability insurance, life insurance, critical illness, employee assistance and other related plans:Oversees the administration of the organization's benefits plans including recommending strategies related to benefits costs, improving processes and leading changes to plan design or carriers.Oversee policies, procedures, plan documentation and corresponding plan implementation and/or changes.Analyze benefits experience for cost-control and risk-assessment factors.Analyze and evaluate services, coverage, and options to recommend programs best meeting needs of the organization.Maintain knowledge of and analyzes government regulations, benefit program trends, and prevailing practices.Manages all aspects of Employee Benefit communications including, telephone inquiries from employees, open enrollment, new hire orientations and special mailings.Develop, recommend & monitor budget allocations for employee benefitsManages the relationship with benefits consultants and vendors to ensure active monitoring of benefits usage, compliance and cost ontainmentIdentify opportunities to leverage technology and re-engineer business processes to increase operational efficiencies and effectivenessCoordinate transfer of data to external vendors, plan providers, auditors and consultantsAccountable for the design, administration and overall management of company's retirement programs:Lead the annual review of retirement plans including monitoring of trends, best practice, utilization and cost/benefit analysis to recommended opportunities for enhancements.Develop and maintain scorecard and reporting tools for decision makersResearch and recommend Plan improvements. Support design and implementation of new initiatives/programs and plan design changes. Manage vendor relations and performance through service level agreements, usage and trend reports, conducting performance meetings, and ensuring compliance with plan provisions. Develop and implement actions plans, where applicable, to ensure a high level of service is maintained.Develop an employee communication strategy in order to provide information, increase awareness and understanding of retirement plansOversee annual pension audit, validate financial data for the preparation of financial and member statementsResponsible for accurate and timely preparation of regulatory filingsContinually review relevance of time off (illness, vacation, personal) programs.Ensure all programs are market-competitive and aligned with organizational and people strategies.In collaboration with other HR managers & staff, reviews annual group benefits reports to make informed decisions about organizational health and wellness & other HR initiatives / programs.Participate in business projects by representing the Total Rewards team.Qualifications and Experience:Requires a minimum of a university degree in Human ResourcesProfessional designation in Certified Benefits Professional is preferredA minimum of 8 years' experience in benefits, particularly with insured benefits and retirement plans than include defined contribution retirement program and defined benefit pension plansMust have 1-2 years of management experience in coaching/leading a teamAbility to read and interpret plan documents, government regulations, benefit policies and guidelines and a thorough and up-to-date knowledge of legislation pertaining to benefit programsProficient PC skills that include Word, Excel and PowerPointFamiliarity with HR information systems is an assetProven project and change management skillsStrong ability to effectively communicate with all levels of the organization and ability to influence stakeholdersAllstate Canada Group has policies and practices that provide workplace accommodations.
