Responsibilities (includes, but not limited to):
- Provides overall leadership of the test and evaluation activities and serves as the primary liaison to the government for supporting contract test requirements
- Applies knowledge of test and evaluation concepts to related development and operations activities as needed.
- Plans and executes performance data collection
- Evaluates performance behavior to characterize confidence in performance estimates
- Plans testing including collection of data required for analysis
- Assesses operational and system performance requirements for testability and criticality to frame and prioritize test and evaluation objectives
- Applies modeling and simulation techniques, where appropriate
- Selects and applies scenarios and coordinates user participation, as needed
- Plans program and event level risk assessments including performance estimation and analysis of operational effectiveness, suitability, and sustainability
- Designs surveys for evaluation of subject matter expert input and user assessments of performance
- Creates test and evaluation plans including metrics, scenarios/threads, requirements, evaluation criteria, and readiness assessments
- Ensures independence from the solution providers to support objectivity in test evaluations

Basic Qualifications:
- Strong oral and written communication skills
- Analytical and critical thinking skills
Preferred Skills:
- Experience with Atlassian Tool Suite (JIRA, Confluence)
Physical Requirements:
- Must be able to remain in a stationary position 50% of the time
- Constantly operates a computer and other office productivity machinery, such as a copy machine and computer printer
- Frequently communicates with co-workers, management and customers, which may involve delivering presentations
- Repetitive motions
Education:
- Bachelor's degree and 8 years of experience or 12 years of total experience without a degree
Security Clearance Requirements:
- TS/SCI with polygraph
