Job Description
Enlighten, a HII company is looking for a Project Manager (PM) to provide leadership of a cloud big data pilot program supporting a new customer in Washington, DC. The project requires knowledge of cloud computing technologies, program management concepts, and agile software development. The PM will interface with the government contracting officer representative (COR) and the Enlighten management team.
The PM is responsible for numerous aspects of the contract to include program execution, meeting or exceeding delivery objectives and milestones, and outstanding cost performance. The PM will be responsible for formulating and enforcing work standards, developing and executing project schedules, reviewing work discrepancies, supervising personnel and communicating policies, procedures, and goals to team members. The PM will work with the technical leads to oversee personnel and technical management of all tasks, and will ensure that the full range of corporate resources is available to perform the required tasks. The PM provides management oversight of all program personnel, both Enlighten and subcontractors, ensuring the highest quality of task completion and deliverables in accordance with the contract.

The PM performs day-to-day management of the project, and develops long-term and strategic objectives to help ensure that end user requirements will be satisfied in future years of the contract. The PM performs horizontal integration planning, and interfaces frequently with other functional areas such as subcontracts, project control, and personnel security. PM ensures program deliverables and schedules are implemented in a timely manner; provides supervision, training, and direction to staff; and serves as the single point of contact for all customer issues or concerns. The PM is accountable for meeting contractual performance criteria and due dates during service delivery, and successful overall project completion.
Security Clearance:
- A current Secret clearance is required, but would prefer someone with a Top Secret with SCI (TS/SCI) level clearance. Due to this required all candidates must be a U.S. Citizen.
Required Skills:
- B.S. degree in Business Management, Finance, Accounting, Computer Science or related discipline. Educational requirements may be adjusted for applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.
- 8 years experience managing programs of similar scope, type, and complexity within the Federal Government as a contractor. Having prior experience with the U.S. Coast Guard is highly desired.
- Direct experience in managing multitask contracts and subcontracts of various types and complexity, including Firm Fixed Price (FFP).
- Must have strong attention to details and be very organized.
- Superb communication skills and strong public speaking skills.
- Prior experience working in the PMO with little to limited support in a Project Management role. Will be responsible for the schedule, program financials, employee resource allocation, milestones, customer interaction, etc.
- Strong knowledgeable and understanding of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
- Ability to travel to customer locations as needed (most are Columbia, Annapolis Junction, Hanover, etc.).
Desired Skills:
- Prior experience managing technical contracts and prior technical skills is a huge plus.
- Prior experience working on a Department of Defense (DOD) or Intelligence project is highly desired.
