In coordination with and under tasking from Naval Surface Warfare Center (NSWC), Port Hueneme Division (PHD), this individual will provide program management and subject matter expertise in the areas of Systems Engineering as applied to ship and shore-based engineering lifecycle requirements for Surface Navy weapon systems.
- Act as the single point of contact with customer for all requirements relating to Live, Virtual, Constructive (LVC) capabilities as applied to Engineering and Test and Evaluation (T&E).
- Deliver briefings and demonstrations to senior leadership highlighting LVC capabilities, architectures, and their application to NSWC PHD's mission.
- Build a team from the ground up to provide a baseline capability assessment of stand-alone and integrated live, virtual, and constructive capabilities being used for T&E requirements.
- Prepare and maintain Engineering Strategy and Roadmap document given feedback from Government representative. Provide assessment of prioritization of investments.
- Coordinate solution options including internal and external resources, pricing, and schedule.
- Coordinate and oversee execution of all actions related to contract tasking.
- Monitor financial status and inform management chain and customer when funding will impact execution and schedule requirements.
- Report to management chain on a regular basis no longer than every month. Reporting to include but not limited to accomplishments, challenges, opportunities and threats to tasking and funding.
- Participate in Technical Solutions Division strategy sessions shaping customer and internal strategies for mutual benefit.
- Monitor and propose possible future investment opportunities to expand and integrate Surface Combatant T&E capabilities.
- Collaborate with the surface combatant ISEA community to identify opportunities to leverage LVC technologies to support the ISEA mission.
- Act as SME to define, design, fabricate, install, integrate, operate, maintain, and train new engineering capabilities in support of PHD T&E and ISEA mission requirements. Provide feedback into follow-on testing and PHD leadership.
- Performs additional duties and responsibilities as assigned.
Education and Experience
- Bachelor's degree in Business, Engineering, Computer Science or Systems Engineering plus 8- 10 years of directly-related experience. These requirements may be adjusted for highly specialized knowledge or uniquely applicable experience.
- Military experience with a focus on Surface Combatant T&E.
- Fleet-wide program exposure to operational commands and acquisition program offices, primarily PEO IWS with community reputation.
- Active SECRET clearance required with the ability to obtain a top secret clearance
Knowledge, Skills, Abilities
- Must have technical competency with Navy operational and future combat and weapon systems on surface combatants; Interoperability within and across combat and weapon systems; T&E processes, planning, and execution including, but not limited to, developmental tests, operational tests, combat system ship qualification trials, composite training unit exercises, joint exercises, and fleet synthetic training
- Building a team and leadership in a matrix organization environment where software developers, technical analysts and other team members are provided as resources from a different part of the organization; communication, presentation and interpersonal skills.
- Must be familiar with Linux and Windows operating systems, as well as be familiar with Networking concepts, architectures, and transport technologies like TCP/IP.
- Must have excellent written and verbal communication skills and be comfortable communicating at various levels of the organization. This may involve lower level technical collaboration on issues with assigned engineers or high level explanation of issues and/or status updates with senior leadership.
- Must be familiar with MS Office and Visio applications.
- Knowledge of Distributed Simulation protocols such as High Level Architecture (HLA) and Distributed Interactive Simulation (DIS) is desired but not mandatory. LVC technologies also desired.
- Knowledge of Navy C4I tactical systems such as Link 16 and GCCS is desired but not mandatory
- Will need a Security+ obtained within first 6 months
