Positions Summary:
Provide Strategic Planning contract support to the US Army's Ground Vehicle Systems Center (GVSC).
Serve as Strategic Planning Officer to plan, develop, and monitor implementation of plans, policies, procedures, and guidance; provides means of measuring process improvements; and achieve quantum improvements in organization efficiency and effectiveness. Integrates planning efforts and develops the organization's strategic plan. Coordinates and researches continuing improvement and upgrade of capabilities crossing all functions. Incumbent directs and manages top level, high visibility efforts involving strategic business planning, continuous improvement issues and/or program integration. Works with staff to make recommend and implement for process improvement and analysis of processes for problem areas and solutions.

As strategic planning officer, plans and advises on implementation of new ideas, procedures, processes, methods or approaches of substantial scope, difficulty, and complexity in areas of short/long-range strategic planning, strategic development, and strategic deployment, continuing improvement initiatives, or program integration. Exercises technical expertise, creativeness, progressive and seasoned judgment; and provides consultant and advisory services to create the strategic plan; build allocation/execution plans and documentation; implement and monitor budgetary or accounting policies and systems; advise on significant changes in objectives and measurements; conduct continuing improvement studies, process waivers, or integrate a variety of functions and initiatives. Recommends adjustment to policies, programs, projects and studies to resolve problems and to improve operations and efficiencies in major core processes and concepts of business systems management and leadership, information and analysis, strategic planning, human resource development and management, process management, business results, and customer focus and satisfaction
Primary responsibilities will include working with primary customers (PEO GCS and PEO CS&CSS) at organizational staff levels to coordinate long term plans and programs. Lead GVSC in laying out; Strategic Portfolio Analysis and Review coordination and input, transition plans and agreements from R&D to Programs of Record, and various strategic initiatives with the primary customers. Will have to coordinate across various government agencies including those on the Detroit Arsenal and across the Army.

- Knowledge of program driven funding implications associated with implementing government funded technology efforts and relate them to the long term science and technology strategy.
- Comprehensive knowledge (or ability to rapidly get up to speed) of GVSC organizations abilities across the technical areas as well as GVSC laboratories and evaluation facilities.
- Comprehensive knowledge (or ability to rapidly get up to speed) of PEO GCS and CS&CSS organizations abilities across the PM areas.
The candidate must be able to obtain and hold a SECRET clearance.
Qualifications:
Bachelor's degree plus 6 to 8 years directly related experience or Masters with 2 to 4. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.
