HII's Technical Services Division (TSD) Capture within the Chief Growth Officer (CGO) organization is searching for a Senior Capture Manager/Director to focus on high value capture opportunities (nominally >$500M) and responsible for campaign orchestration while securing existing and winning new major business opportunities across the HII enterprise. This role requires a high business acumen, technical education or related experience, resourcefulness, and internal/external customer relations-oriented individual. Candidate must have a proven record of winning new and follow-on business in the federal market. The position will report to the Vice President of Capture Management.

The candidate must be, by their inherent nature, a self-starter, self-motivated, and entrepreneurial. The candidate will be the single point of capture responsibility, authority, and accountability to lead, manage, and integrate all necessary activities to produce a discriminating offer design/proposal in response to large contract bids for R&D, S&T, and ENG. oriented services across Cyber, ISR, and related advanced technology areas. This role will last throughout the entire lifecycle of an opportunity from identification to final award. Requires confident, knowledgeable, and hands on leadership that works collaboratively with all stakeholders, while staying laser focused on doing whatever it takes to win.

Duties and Responsibilities
  • Produce capture efforts, including associated proposals, throughout the entire capture/proposal process from opportunity identification to contract start (e.g., qualification, capture, proposal, ENs, ORALs, FIPR, protests, etc.)
  • Lead and manage all stakeholder relationships (individuals, key people, teammates, working groups, etc.) to produce a discriminating offer that is compliant and responsive to RFP requirements and customer issues
  • Formulate teaming strategy, structure, and select teammates based on an analytical assessment of HII's strengths/weaknesses against customer issues, SOW/RFP requirements, and competition
  • Present capture plans, gate reviews, and proposal plans to the executive team and be receptive to constructive input
  • Select key personnel/management team members that not only meet RFP requirements, but exceeds them in a discriminating manner.
  • Be actively engaged, at all levels, in developing the price to win based on an analysis of the incumbents winning price and contract performance history, the customers buying practices and recent awards of similar contracts.
  • Be directly involved in the design of the technical and management solutions so they not only address customer issues and associated win themes but achieve the price to win.
  • Work with the HII contract transition and project manager to ensure a smooth and full transference of proposal concept, ideas, and strategies into contract operations.
  • Performs additional duties and responsibilities as necessary to optimize PWin.

Basic Qualifications
  • Bachelor's degree and 16 years relevant experience. Bachelor's degree required, Master's degree and engineering or technical discipline preferred
  • Expert knowledge of U.S. federal Government services/solutions contracting/buying practices
  • Direct familiarity with various acquisition pathways (General Services Administration (GSA), One Acquisition Solution for Integrated Services (OASIS), ASTRO, IAC MAC, etc.
  • Knowledge and experience with the Federal Systems Integration And Management Center (FEDSIM) organization, its key leadership, and procurement history
  • Excellent oral and written communication skills, esp. at an executive briefing level demonstrated through written and oral presentations, development of technical papers, volumes, or similar products
  • Proven track record in capturing/winning large programs (>$100M Total Contract Value) within the DoD or Intelligence Community with emphasis on R&D, S&T, and Engineering
  • Demonstrated skills in all areas of business development including opportunity qualification, capture strategy, Management and Technical solution development, customer visits, customer relationship development, Competitive Intelligence, and team leadership, etc.
  • Experience in the development of and successful negotiation of teaming agreements, competitive pricing strategies, and associated cost proposal materials
  • Candidates must possess an active Secret clearance
  • Performs additional duties and responsibilities as necessary to optimize PWin.
