Summary
HII-FSG is currently seeking a Project Manager 3, for the Engineering Services (ES) Department, to work in the Design and Logistics Engineering Operations (DLE).
The Engineering Services Project Manager will provide leadership and oversight to a diverse range of complex contracts across a broad spectrum of Government Agencies including the L-Ship contract for the Engineering Services department. The successful candidate will also support re-compete efforts for ES programs and provide strong department engagement in close partnership with the senior business portfolio manager for the DLE operation in supporting new business initiatives and opportunities. Strong knowledge of engineering / design concepts, client trends / needs and latest toolsets / application requirements. The ability to lead, coach, and mentor subordinates, manage department financial results, build strategic partnerships, and propose innovative and compelling solutions to meet customer requirements are also critical requirements of this role.

The ES Department has over 45+ personnel primarily at HII and Government sites in Hampton, VA; with anticipated growth in other regions. The Project Manager 3 will manage all personnel in all regions assigned. The department serves a variety of customers that includes Norfolk Naval Shipyard (NNSY), Naval Surface Warfare Center, Philadelphia Division (NSWCPD), Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS IMF), as well as other private and public shipyards.
What you will do
- Responsible for remaining engaged and connected with government client stakeholders as well as industry (competitors and teammates).
- Supports DLE SPM in all re-compete efforts for their portfolio of programs.
- Provides support to SPM for new department level strategic bids and request for proposals (RFPs / RFQs), as required.
- Effectively support capture endeavors for smaller, less complex bids / proposal for RFP / RFQ responses.
- Rapidly assess SOW(s) and scope / develop bids for complex tasks and with necessary justification for each basis of estimate to substantiate.
- Responsible for the overall management of programs and projects in the Engineering Services (ES) portfolio, ensuring that the technical solutions and consulting services provided are implemented to customer and HII-FSG requirements, on time and within budget, and that the portfolio meets or exceeds its financial targets.
- Responsible for overall program oversight required to support multiple contracts, including task orders under IDIQs, to ensure the successful delivery within scope of the contract.
- Responsible for delivering organic growth on programs across the existing customer base. Engages with existing clients and partners to maintain/enhance current relationships and support future business growth.
- Establishes measures and metrics to ensure continual improvement of performance and results; drives business unit efficiencies and makes recommendations to DLE SPM.
- Supervises project, program, and quality management initiatives, ensuring continual process and organizational improvement and adherence to HII-FSG' ISO Quality Standards.
- Coordinates with the HII-FSG staff to advance the professional and career development of project managers, as well as broader workforce development efforts.
What we are looking for
- 8 years relevant progressive experience with Bachelors in Engineering, Science, Technology, Mathematics and/or Business; 4 years relevant progressive experience with Masters or High School Diploma or equivalent and 12 years relevant progressive experience.
- 8 years overall experience, to include a combination of program/project management and business capture/development.
- At least 3 years' experience with solicitation assessment and proposal development processes and estimates.
- Demonstrated experience leading and growing a design and engineering portfolio.
- Experience in scope estimation, planning, Basis of Estimates (BOEs), project costing, budget management, and use of project management tools (e.g. MS Project; MS Excel).
- Experience in managing multiple customers, contract deliverables, sub-contractors, and program budgets.
- Strong customer management skills and an ability to build and maintain customer and corporate relationships.
- Excellent communications (written and verbal) and client facing skills.
- Ability to manage multiple assignments in a fast-paced work environment.
Preferred, Bonus Points For
- Past Engineering Project Management experience in at least one of the listed customer sets
- Recent / past client relationships at NNSY, NSWCPD, PSNS, and other Navy facilities
- Minimum of B.S. in an Engineering, Science or Technology discipline
- Experience in using current engineering and design and the associated toolset
Physical Requirements
Job performance may require working in an industrial or shipboard environment. Normally not required to lift more than 40 pounds higher than three feet above feet/floor level.
