Summary:

Huntington Ingalls Industries – Technical Solutions Division (HII-TSD) (Formerly Alion Science and Technology) is looking for an Enterprise Telephone Systems Support candidate will work closely with the Air Combat Command (ACC) A6 directorate at Langley AFB, VA. The Enterprise Telephone Systems Support position provides enterprise-level support and subject matter expertise for ACC as the focal point for all base voice switch related issues across 13 ACC bases.

Duties and Responsibilities include:

  1. Working closely with Network and Telecommunications Vendors to keep up to date on new products and EOL products
  • Assisting and supporting work with analog and digital Time-Division Multiplexing (TDM) telephone technology to support DoD planned sundown (or shutdown) of these AF legacy systems and transition to emerging VOIP/VOSIP technologies
  • Planning and developing methods, procedures, and techniques governing command wide decisions on voice and unified communication systems pertaining to planning, programming, developing, modifying, and complying with telecommunications systems policies and procedures
  • Developing planning documentation, reviewing requests for communications services, preparing budgetary justifications, coordinating the allocation of resources, designing networks/systems, the ability to prepare/review equipment and facility specifications, monitor/resolve technical communications problems, and/or conduct operational acceptance testing for the sustainment of current legacy switches and concurrently advocate for funding to transition ACC bases toward a Voice Over IP (VOIP) architecture
  • Maintaining accountability for all voice switch hardware at ACC bases and submission of annual report to AFLCMC for CTS contract funding
  • Developing support strategies with host base representatives and equipment vendors for partially installed VOIP capabilities split across two vendors (CISCO, Avaya) in an era of budget cuts and loss of unit technical experience

  1. The position will also work with project managers to meet expectations for Telecom tasks
  • interpret and analyze results versus established benchmarks and goals
  • report measurement results in actionable form to more senior personnel and management
  • respond and contribute to Business Continuity and Disaster Recovery circumstances relating to planned and unplanned events
  • act as an escalation point for telecom support
  • conduct project planning, cost analysis, technology comparisons, and vendor evaluations
  • and the position is required to assist ACC base Planning Offices develop strategy to transition current legacy telephone switches to VOIP.


Education and Experience Requirements:
  • Bachelor's Degree in IT network engineering or related voice and data career field training
  • Five (5) years' experience hands-on telephone switch maintenance and technical support for government or major commercial business
  • Cisco Certified Network Associate-Security (CCNA-Security) considered a training plus for this position
  • Two (2) years' hands-on experience providing tech support and troubleshooting skill in support for large, complex IP routing and switching networks. Broad experience with multiple vendor (e.g. CISCO, Juniper, Avaya) supplied voice and data switched network equipment and associated control systems preferred
  • Three (3) years' with Voice Over Internet Protocol (VOIP) technology
  • Working knowledge of technologies and protocols such as: CUCM, UCCX, UCCX Editor, CUIC, Jabber, Rightfax, Singlewire, TelePresence, Expressway E&C, SIP, H323, QoS, MPLS, TCP/IP, EIGRP, BGP, Wireless
  • IA Technical Level II (i.e. GSEC, Security+ CE, SSCP) certification IAW DoDD 8570 and DoDD 8570.01-M
  • Two (2) years' experience troubleshooting security issues and implications for network solutions
  • Four (4) years' experience as Project Manager on IP telephone network related programs and projects, in DoD environment
  • Clearance Level: Secret
