Wind River Systems, a subsidiary of Aptiv PLC, is a California-based software company which develops embedded systems and cloud software consisting of real time operating systems (RTOS), industry-specific software, simulation technology, development tools and middleware.
This new business unit will re-sell Wind River products to be used by or for the U.S. government customers. These products may be delivered through the professional services organizations of Wind River Systems (case of unclassified programs) or via the Wind River business (in the case of classified programs).
ABOUT THE OPPORTUNITY
We are expanding our global presence and seeking a dynamic and strategic Global Government Business Development Manager to drive growth opportunities, foster international partnerships, and lead our efforts in identifying new markets and revenue streams across the globe, with a specific focus on United States, Canada, United Kingdom, Australia and New Zealand.
The Global Government Business Development Manager will play a key role in the expansion of Wind River’s international footprint by identifying new business opportunities, building and maintaining strategic relationships, and negotiating partnerships across multiple global markets. This individual will work closely with internal teams and external stakeholders to drive the company’s growth and meet business objectives through global strategic initiatives.
ABOUT YOU
Key Responsibilities:
- Lead global government business development efforts, identifying and pursuing new business opportunities in existing and emerging international markets.
- Develop and implement strategies for market penetration, partnership development, and revenue generation across multiple regions.
- Establish and maintain strong relationships with key stakeholders, including clients, government agencies, partners, and industry leaders.
- Conduct in-depth market research and analysis to understand market trends, customer needs, and competitor activity in global markets.
- Identify potential global partners and negotiate contracts, joint ventures, and other collaborative agreements to support business expansion.
- Work closely with marketing, sales, product, and operational teams to align business development efforts with the company’s overall strategic goals.
- Develop and present business proposals, including market entry strategies, financial projections, and partnership structures.
- Manage and maintain the business development pipeline, ensuring that opportunities are followed through to successful closure.
- Collaborate with senior leadership to provide input on strategic decision-making and investment opportunities.
- Prepare and deliver reports, presentations, and recommendations to executives and key stakeholders on global business development progress.
- Stay current on international trade regulations, export controls, and other factors affecting global business development and operations.
Qualifications:
- Bachelor’s degree in Business Administration, International Business, Marketing, or a related field. MBA or advanced degree preferred.
- Minimum of 15 years of experience in global government business development, sales, or strategic partnerships, with a focus on international markets.
- Proven track record of successfully expanding into new international markets and securing major partnerships or contracts.
- Experience in managing cross-functional teams and working with global partners, government clients, and vendors.
- Knowledge of international business practices, market entry strategies, and global trade regulations (e.g., export controls, trade compliance, acquisition regulations and policies).
- Sales experience and understanding of working with international government departments. Specifically, US, Canada, UK, Australia, NZ.
- Experience in negotiating complex contracts, joint ventures, and strategic alliances.
- Ability to identify and analyze global market trends and adapt business strategies accordingly.
- Experience in embedded systems and cloud software consisting of real time operating systems (RTOS), industry-specific software (linux), simulation technology, development tools and middleware.
- Experience with Enterprise Software requirements and solutions around Linux and cloud virtualization
- Must be a US citizen and located in the US (must have the ability to be approved to hold an active clearance)
Skills:
- Exceptional strategic thinking and problem-solving abilities.
- Excellent communication, negotiation, and interpersonal skills with the ability to build strong relationships across cultures.
- Strong project management skills, with the ability to manage multiple initiatives and deadlines simultaneously.
- Proficiency in CRM systems, Microsoft Office Suite, and data analysis tools.
- Fluency in one or more foreign languages is a plus
Preferred Qualifications
- Knowledge of international regulatory and compliance frameworks, including ITAR, EAR, or other industry-specific regulations.
- Experience with market research and business intelligence tools.
- International business experience in specific regions such as Europe and Asia-Pacific
- Active U.S. security clearance
COMPENSATION
The annual base salary range for this role’s listed grade level is $200600 to $301000 plus a bonus for Washington, DC, residents. Salary ranges are determined through interviews and a review of the education, experience, knowledge, skills, location, and abilities of the applicant, and equity with other team members. Employees in this role are also eligible for the following benefits in accordance with the terms of the Company's plans: health, dental, vision insurance, life insurance, flex time off, eligibility to enroll in 401k, and 12 paid holidays
