Summary

This position serves as an Information Technology Cybersecurity Specialist reporting to the Supervisory Information Technology Specialist in the Network Provisioning and Activations Division, Network Technologies Office, Deputy CIO for Enterprise Infrastructure, and Bureau of Diplomatic Technology (DT/EI/NT/NPA) in the U.S. Department of State (DOS).

Duties

  • Implements and applies procedures and policies designed to block reception and transmission of unauthorized data.
  • Reviews rejected data packets, patterns and denied access messages in detecting and determining potentially serious hazards to the networks.
  • Researches, analyzes, and resolves unusually complex firewall problems, and provides root cause analysis and in depth technical support to operations and organization associated with the enterprise LAN/WAN network systems.
  • Provides training, guidance and assistance to Operations Group Security Administrators as needed to effectively accomplish, Division, Office and Directorate mission objectives.
  • Collaborates with IT management in the planning and execution of firewall technology applications and initiatives.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement.

Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
  1. Attention to Detail - This skill is generally demonstrated by assignments where the applicant provided leadership in the analysis of office processes to identify opportunities for improvement and efficiencies, initiated the review and improvement of work methods or organizational features, and ensured that all assigned projects and personnel were managed according to established project management principles.
  2. Customer Service - This skill is generally demonstrated by providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues, collaborating with stakeholders to identify needed support and outlining the parameters and characteristics of the equipment to be used.
  3. Oral Communication - Ability to communicate complex technical requirements to non-technical personnel and prepare and present briefings to senior management officials on complex/controversial issues, e.g. identifying and reporting on duplicative and/or unneeded steps and offering suggestions for improvements .
  4. Problem Solving - Ability to make decisions or recommendations that significantly influence important agency IT policies or programs and apply new developments to previously unsolvable problems; conceptualizes, manages and coordinates major enterprise-wide IT projects.
AND

Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:
  • Experience with cybersecurity and information systems technological developments, to help resolve systems and security problems in these critical areas.
  • Experience providing advice and guidance to senior management officials concerning information assurance, cyber risk data management and strategic planning and oversight functions and services.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

There is no substitute of education for specialized experience for the GS-13 position.

Your qualifications will be evaluated on the following competencies:
  • Knowledge of IT standards, processes, advanced information systems and concepts and information architecture design, practices and principles, required to manage and administer relevant technology.
  • Knowledge of IT and information management (IM) principles, practices and procedures, and of technical advances in hardware, software and security methods.
  • Knowledge of communications concepts and systems as related to local area networks, wide area networks.
  • Skill in the administration of security systems for email and Internet access that enhance perimeter security.
  • Skills dealing directly and extensively with managers, coworkers, and end users to resolve perimeter firewall security conflicts.
  • Ability to detect and prevent unauthorized use and access to classified and unclassified data.
